ZONING AND PLANNING COMMISSION MINUTES
February 28, 1995
A regular meeting of the Zoning and Planning Commission was held on Tuesday, February 28,
1995, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission members John Racek, David Day, Chairperson Dan Johnson, John
Hutchison, William Schumacher, Kate Kinnich, and Council Representative Bob Anderson.
Also present was staff member Nancy Anderson and City Attorney Jerre Miller.
CALL TO ORDER
APPROVAL OF MINUTES
Mr. Day moved and Mr. Hutchison seconded a motion to approve the minutes of the January 31,
1995, meeting. The motion carried unanimously.
Mr. Schumacher arrived at this time.

CASE NO. CUP95-1 CONDITIONAL USE PERMIT-- RL. JOHNSON
Staff reviewed the applicant's request with the Planning Commission. Chuck Youngquist,
representing the applicant appeared before the Commission. Mr. Youngquist reviewed the site
plan with the Commission. Mr. Hutchison suggested that the six foot fence around the N.U.R.P.
Pond should be changed to an eight foot fence to help prevent children from climbing over the
fence.
The public hearing was open at 7:00 p.m. No one came forward to speak. Mr. Hutchison moved
and Mr. Racek seconded a motion to close the public hearing. The motion carried unanimously.
Mr. Hutchison moved and Ms. Kinnich seconded a motion to continue the public hearing to a
special meeting on March 14, 1995. The motion carried unanimously.
CASE NO. ZN95-3 ZONING AMENDMENT-- OPEN STORAGE
Staff reviewed the proposed amendment and pictures of the various unscreened open storage
sites with the Commission. The public hearing was opened at 7:15 p.m. Jim Barber of Barber
Construction appeared before the Commission. Mr. Barber stated that his open storage was not
on a main road and was not seen by the general public and that he did not need the screening. Jim
� Justus appeared before the Commission. Mr. Justus stated that he did not want to screen his

lumber yard. Cost, security, aesthetics and height of the storage were a concern for him. He also
did not want to pave his storage lot.
Charles Prescott of ABM appeared before the Commission. Mr. Prescott expressed concern over
the expense of screening the open storage areas.
Mr. Hutchison moved and Mr. Day seconded a motion to close the public hearing at 7:25 p.m.
The motion carried unanimously.
The Commission was in favor of the intent of the proposed ordinance, but not in favor of the
ordinance as proposed. The staff and the City Attorney will review the proposed ordinance for
possible revisions. Mr. Hutchison moved and Mr. Day seconded a motion to continue ZN95-3 to
the March 28, meeting.
Mr. Hutchison moved and Ms. Kinnich seconded a motion to adjourn. The motion carried
unanimously.
