ZONING AND PLANNING COMMISSION MINUTES
May 31, 1994
A regular meeting of the Zoning and Planning Commission was held
on Tuesday, May 31, 1994 at 6: 30 p.m. in the Council Chambers of
Hopkins City Hall.
Present were Commission members Reuter, Gullickson, Winship,
Racek, Day, and Hutchison.
Also present was staff inember Nancy Anderson.
CALL TO ORDER
The meeting was called to order at 6: 30 by Chairperson Reuter.
APPROVAL OF MINUTES
Mr. Day moved and Mr. Racek seconded the motion to approve the
minutes of the April 26, 1994 meeting. The motion carried
unanimously.
� ITEM: REVIE� OF COUNTY ROAD 3 PROJECT
/ Staff introduced Mark Koegler of Hoisington Koegler Group Inc.
and explained the presentation was an update for the Zoning and
Planning Commission, the Neighborhood Advisory Board, and
interested citizens.
Mr. Koegler stated Hennepin County is planning to upgrade the
County Road 3 corridor. The City of Hopkins engaged Hoisington
Koegler Group Inc. to conduct a study to develop plans for the
corridor. Hoisington Koegler formed a study group which included
residents of Hopkins as well as business people.
Mr. Koegler presented an overview of the proposed plans. He
stated they have met with committees, developed a draft roadway
plan, are looking at land use and roadway improvements. A
meeting is tentatively scheduled for June 22 or July 13 which
will include the Steering Committee, Area Committees and the
public. Mr. Koegler stated the County is interested in working
with the City to develop the plans.
Mike Miller appeared and asked to have the process clarified and
Bruce Rowan asked if any residences would be taken. Mr. Koegler
stated it is possible four residences could be taken if the loop
street option is used.

CASE NO. SUBD94-2 PRELIMINARY/FINAL PLAT - 7 WEBSTER PLACE
Public hearing to consider an application of a preliminary final
plat of 7 Webster Place.
Staff recommended this item be tabled until the moratorium of
Section 500 of the City Code expires or Section 500 is amended.
There was little discussion on this item.
The public hearing was opened at 7: 15. There was no one in the
audience to speak on this matter. The public hearing was closed
at 7 : 15.
Mr. Winship moved and Mr. Gullickson seconded a motion to table
the application for preliminary/final plat for 7 Webster Place.
The motion passed unanimously.
CASE NO. ZCR94-2 CONCEPT REVIEW - RATHERINE CURREN SCHOOL
Staff presented the concept review for comments from the
Commission.

� John Pfluger of Cuningham Hamilton Quiter, Architects, presented
the proposed plans. These plans include additions, redesigning
the parking area and some changes to the playarea. The proposed
add,itions will be used for classrooms, offices, band and vocal
rooms, and to enlarge the media center and corridor.
Construction is scheduled to begin Fall 1994 with occupancy Fall
1995. There was little discussion on this item.
No formal action is taken on a concept review. However, comments
from the Commission are helpful for future planning.
ITEM: DISCUSSION OF SUBDIVISION MORATORIUM
Commission members asked that there be a uniform definition of
terms in the Zoning Ordinance and the Subdivision Ordinance.
There was little discussion on this item.
Mr. Hutchison moved and Mr. Day seconded a motion to adjourn the
meeting at 7 :45 p.m. The meeting adjourned by unanimous consent.
