ZONING AND PLANNING COMMISSION MINUTES
Noveiaber 30, 1993
A regular meeting of the Zoning and Planning Commission was held
on Tuesday, November 30, 1993 at 6: 30 p.m. in the Raspberry Room
of Hopkins City Hall.
Present were Commission members Reuter, Hutchison, Winship,
Racek, Gullickson, and Johnson.
Also present were staff inembers Nancy Anderson and City Attorney
Jerre Miller.
Absent was Commission member Day.
CALL TO ORDER
The meeting was called to order at 6: 30 by Chairperson Reuter.
APPROVAL OF MINUTES
Mr. Hutchison moved and Mr. Racek seconded the motion to approve
the minutes of the October 26, 1993 meeting. The motion carried
^ unanimously.
ITEM:
VN93-7 VARIANCE - SIGN
Consideration of a sign variance at 1300 Mainstreet for St.
Joseph Church.
In light of the fact that the applicant was not present staff
recommended this item be moved to the end of the meeting.
ITEM:
WVR93-1 WAIVER OF PLAT - 234 - 18TH AVENUE NORTH
Consideration of a waiver of plat to facilitate construction of a
single family home and a twin home.
Staff reviewed the applicant's request with the Commission. The
applicant currently owns three, forty foot lots on 18th Avenue
North. The applicant is proposing to construct three homes and
to sell all of the homes.
The applicant, Phil Hines, appeared before the commission to
�— answer questions. Questions from the Commission members included

clarifying the plans for the homes, the size, the value, and the
placement on the lots.
Several of the surrounding neighbors appeared before the
Commission and there was considerable discussion. Neighbors
included Robert Hagel of 235 - 19th Avenue North, Lisa Antholz of
222 - 18th Avenue North, Timothy Waldorf of 231 - 19th Avenue
North, Jim Daily of 245 - 19th Avenue North, and Jennifer Jansen
of 226 - 18th Avenue North. The neighbors were concerned with
the homes becoming rental property, snow removal, access to the
alley, trees on the site, and the cost of the homes.
Commission member Hutchison clarified that three homes could be
built on the three lots with or without the waiver of plat.
Mr. Winship moved and Mr. Racek seconded the motion to approve
Resolution RZ93-26 approving the waiver of plat at 234 - 18th
Avenue North. The motion carried unanimously.

Consideration of a sign variance at 1300 Mainstreet for St.
Joseph Church.

Staff reviewed the applicant' s request with the Commission.
During the Mainstreet project the existing identification sign of
the church was removed. Applicant now proposes to erect one sign
in front of the church and a second sign in front of the school.
Thomas Cramer appeared before the Commission on behalf of St.
Joseph Church. Mr. Cramer stated that the signs would be
constructed of wood and would have large lettering. He also
stated there would be no illumination because there is currently
no electrical wiring in that area. There was little discussion
on this matter.
Mr. Winship moved and Mr. Gullickson seconded the motion to
approve Resolution RZ93-25 approving a sign variance at 1300
Mainstreet. The motion passed unanimously.
ITEM:
RENEW PROPOSED AMENDMENT3 TO THE COMPREHENSIVE PLAN
Commission members suggested a public hearing be scheduled in
January to review the proposed amendments. If the agenda for the
Zoning and Planning meeting in January is lengthy, a special
meeting will be scheduled to review the Comp Plan changes.

Mr. Hutchison moved and Mr. Racek seconded a motion to adjourn
the meeting at 7 : 45 p.m. The meeting adjourned by unanimous
consent.
