A regular meeting of the Zoning and Planning Commission was held on
Tuesday, August 31, 1993 at 6: 30 p.m. in the Council Chambers of
Hopkins City Hall.
Present were Commission members Hutchison, Winship, Racek, Day, and
Johnson.
Also present were staff inembers Nancy Anderson, City Attorney Jerre
Miller, and Council Representative Anderson.
Absent were Commission members Reuter and Gullickson.
CALL TO ORDER
The meeting was called to order at 6: 30 by Vice Chairperson Mike
Winship.
APPROVAL OF MINUTES
Mr. Johnson moved and Mr. Hutchison seconded the motion to approve the
minutes of the July 27, 1993 meeting. The motion carried unanimously.

CUP 93-7 CONDITIONAL USE PERMIT - BIG WHEEL ROSSI
Public hearing to consider an application by Richard Shaller to
construct a 10 bay auto repair center at 302 Blake Road.
Staff reviewed the plans with the Commissione The proposed business
would be a prototype for Big Wheel Rossi. Their existing stores
handle only retail sales, this facility would include a 10 bay auto
repair center, a car wash for use by the business only, and a service
drive-thru for headlight and wiper repair.
Steven Shaller, the owner and applicant, appeared to answer questions
and discuss conditions suggested by staff. Discussion included
overnight parking, a pylon sign, requirement of a brick building,
sidewalk construction on the property, enclosed dumpsters, and the
potential noise problem.
Commission member Racek requested staff to explore retroactive
dumpster enclosures.
Staff stated they have received some calls regarding the proposed used
of the sight. The main concern is the potential noise problem.
The public hearing was opened at 7: 15 p.m.
There were no questions of the applicant and no one appeared in
support of the project. Woody Ginkel, part owner of Knollwood Towers,
^ appeared and stated his concern about the potential noise. Dan and
Maurice Goldman, owners of the Hopkins Arches Apartments, appeared and

also expressed their concern about a potential noise problem. The
public hearing was closed at 7: 30 p.m.
Lengthy discussion took place about the type of business which will be
conducted on the site. Mr. Shaller stated that it will primarily
consist of tune ups, general repair, and brake work. There will be no
auto body work and nor tires.
Commission members commented that the noise factor seemed to be an
issue with everyone. They felt they needed more information before
making a decision and recommended a study be done.
Commission member Hutchison moved to continue the item to the
September meeting, requesting the applicant to have a study done on
the noise level that might be anticipated. Mr. Day seconded the
motion.
Commission members suggested that results of the study include ideas
to reduce the noise problem. They further suggested staff and the
applicant discuss the conditions which were brought up at the meeting.

ZN 93-2 ZONING ORDINANCE AMENDMENT - RELIGIOUS INSTITUTIONS
^ Public hearing to consider amending the Zoning Ordinance to allow
religious institutions as a conditional use with the B-2 and B-3
zoning districts.
Staff reviewed the proposed amendment, and noted that the proposed
amendment had been reviewed by the Commission for the past several
months. There was little discussion on this item.
The public hearing was opened at 8 : 13 . No one appeared in regards to
this issue. The public hearing was closed at 8: 14 .
Mr. Hutchison moved and Mr. Johnson seconded the motion to approve the
Resolution RZ93-10. The motion carried unanimously.
ITEM:
REVIEW 1994 - 1998 CIP
Staff reviewed the CIP, stating no funding changes had been made since
the last review. There was little discussion on this item.
Staff reminded Commission members of a joint City Council/Z&P
Commission meeting to be held September 14 .
Mr. Racek moved and Mr. Hutchison seconded the motion to adjourn the
,^ meeting at 8 : 30 p.m. The meeting adjourned by unanimous consent.
