A regular meeting of the Zoning and Planning Commission was held on
Tuesday, November 24 , 1992 at 7: 30 p.m. in the Council Chambers of
Hopkins City Hall.
Present were Commission members Hutchison, Winship, Racek, Day,
Johnson and Reuter.
Also present was staff inember Nancy Anderson.
Absent were Commission members Gullickson and Redepenning.
CALL TO ORDER
The meeting was called to order at 7 : 30 by Chairman John Hutchison.
ITEM:
APPROVAL OF MINUTES
Mr. Winship moved and Mr. Day seconded the motion to approve the
minutes of the October 27, 1992 meeting. The motion carried
unanimously.
CUP 92-8 CONDITIONAL USE PERMIT - OPEN CIRCLE DAY CARE
Public hearing to consider an application by Open Circle Adult Day
Program to operate an adult day program at 9 Seventh Avenue South.
The public hearing was opened at 7 : 32
Staff reviewed the applicant's proposal with the Commission. Pam
Blixt, representing Open Circle appeared before the Commission. She
stated that they started in Hopkins and have been looking for space to
relocate in Hopkins for several years. She also stated that with this
new facility they will be able to expand their program to 40 adults.
The Commission discussed various operational issues with Ms. Blixt.
There was no one in the audience to speak on this issue.
Mr. Winship moved and Mr. Johnson seconded the motion to close the
public hearing at 7 : 43 .
The motion passed unanimously.
Mr. Winship moved and Ms. Reuter seconded a motion to approve
Resolution RZ92-33 recommending approval of an application for a
conditional use permit by Open Circle Day Care Center.
The motion passed unanimously.

ITEM:
PERFORMING ARTS FACILITY
Paul Steinman of the Community Development staff presented an update
on the potential development of a performing arts facility.
The four sites currently being considered are:
o R.L. Johnson property
o Fowler property and two properties south on lOth Avenue
o Mashek/Jak Antiques/Martin's property
o Rudy Luther block between 7th and 8th Avenue
The Commission discussed the four proposed sites as well as various
operational issues with staff. Staff then stated they would present
the Commission's comments to the City Council at the December 15
meeting.
ITEM:
REVIEW SIGN OPTIONS FOR THE ENTRANCE SIGN ON THE CORNER OF 5TH AVENUE
COUNTY ROAD 3
^ Staff reviewed the four sign concepts with the Commission and asked
for comments. Once a concept is chosen, the designer will create
several signs in that style for selection.
Commission members discussed the concepts and expressed an interest in
having the sign tie into the downtown (clock tower) or the handicap
housing project. The majority of the Commission members preferred the
arch concept.
ITEM:
REVIEW MULTIPLE FAMILY ZONED SITES
Staff reviewed three sites which are currently zoned multiple family;
the Steiner property, north of St. Therese, and the Minneapolis Floral
property. Staff stated that we need to look at the effect of multiple
family housing on the City, i.e. taxes, crime, use of services, etc.
Commission members discussed these three pieces of property.
Suggestions included leaving the Minneapolis Floral property zoned R-
2 , but leaning towards a reduced number of units. This would need a
legal opinion before any changes could be made. A suggestion for the
property north of St. Therese currently zoned R-2 would be for lower
density (town homes, patio homes) , and for the Steiner property,
business park.

The Zoning and Planning Commission will next meet as regularly
scheduled on December 29, 1992 . They will meet at 6: 30 in the
Raspberry Room at City Hall to discuss multiple family zoned sites
numbered 3 , 7, and 8 on the map. The regular Commission meeting will
begin at 7: 30 in the Council Chambers.
Mr. Racek moved and Ms. Reuter seconded the motion to adjourn the
meeting at 9: 40 p.m. The meeting adjourned by unanimous consent.
