04-28-1992 � A regular meeting of the Zoning and Planning Commission was held on Tuesday, April 28, 1992 at 7 : 30 p.m. in the Council Chambers of Hopkins City Hall. Present were Chairman Pavelka, members Hutchison, Day, Reuter, Chapman, Racek, and Redepenning. Absent was Winship. Also present were staff inembers Nancy Anderson and Lee Gustafson, and City Attorney Jerre Miller. CALL TO ORDER Chairman Pavelka called the meeting to order at 7: 30 p.m. ITEM: Commissionmember Hutchison moved and Commissionmember Reuter seconded the motion to approve the minutes of the March 31, 1992 meeting. The motion carried unanimously. ITEM: REVIEW LANDSCAPE PLAN FOR CENTRAL CONTRACTORS Doug Andresen from Central Contractors Supply appeared before the "'� Commission to ask approval for landscaping plans which he had submitted. He reviewed the plans for screening around an open storage area. Commissionmember Racek moved to accept the plan, substituting some evergreens for the vines on the fence. Motion was seconded by Commissionmember Chapman. Motion was passed unanimously. CASE NO: CUP 92-2 LAND RECLAMATION - 236 TYLER AVENUE Public hearing to consider placing more than 400 cubic yards of fill at 236 Tyler Avenue. Staff inember Nancy Anderson reviewed the case with the Commission. Since the last Commission meeting she had sent Don Pobuda two letters telling him what needs to be done to bring the property into compliance but hasn't received a response. Lee Gustafson reported that he had talked to Mr. Pobuda who said two neighbors agreed to have fill spread over their property. The public hearing was opened at 7 :42 . Two neighbors appeared to voice their concerns regarding the fill. — The public hearing was closed at 7 :50. Jerre Miller, City Attorney, stated he had sent Mr. Pobuda a letter giving him seven (7) days to follow the directive of City staff. Commissionmember Hutchison moved to let the City Attorney handle the matter. Motion was seconded by Commissionmember Racek. Motion passed unanimously. CUP 92-2 was continued to the May 26th meeting. CASE NO: CUP 92-3 FINA - 530 BLARE ROAD Staff inember Anderson reviewed the request with the Commission. Discussion included a sidewalk along Cambridge; room for stacking cars at the car wash exceeds requirements. Since the development was reviewed as a concept at last months meeting there was little discussion on this proposal. The public hearing was opened at 8: 10. No one appeared in regards to the question. The public hearing was closed at 8 : 11. Staff inember Anderson said a representative of the Embers called and � said they had no objection to the plans. Commissionmember Reuter moved to approve CUP 92-3 to construct a gas station at 530 Blake Road, adding a concrete sidewalk along Cambridge Street and exterior to meet with staff approval. Motion was seconded by Chapman. Motion passed unanimously. CASE NO: ZCR 92-6 CONCEPT REVIEW - HANDICAPPED HOUSING Nancy Anderson reviewed the request with the Commission. Mike Bjerstad from the National Handicapped Housing Institute presented the plans for the project. Questions involved the following: - Traffic volume, only 40% of the occupants drive. - There is a personal care attendant on site 24 hours a day. - There may be a few families with children in the building. Handicapped mothers with children are allowed to live there, HUD will not allow non-handicapped parents with handicapped .-. children to live there. - The rate of turnover is very low, approximately 2 per year in an 80 unit building. Zoning and Planning Commission Minutes April 28, 1992 f Page 3 - The age limit is 18 to 55, most occupants are in their late 20's to early 30's. - Hopkins has a population of 16, 000; of those 10% would be eligible. 80% earn too much money. The public hearing was opened at 8: 30. Several members of the community appeared and offered support for the project. The public hearing was closed at 8:45. The Commission looked favorably upon this development. CASE NO: ZCR 92-3 CONCEPT REVIEW - BURSCH SITE, 15 EIGHTH AVENUE Commissionmember Hutchison moved to continue ZCR 92-3 . Motion was seconded by Chapman. Motion passed unanimously. Staff updated the Commission on the status of the study to locate a '—� grocery store in Hopkins. Racek moved and Reuter seconded the motion to adjourn the meeting at 9: 35 p.m. The meeting adjourned by unanimous consent.
