IV.5. Order Public Assessment Hearing – 2018 Miscellaneous Special Assessments; Bishop
August 29, 2018 Council Report 2018-097
Order Public Assessment Hearing
2018 Miscellaneous Special Assessments
Proposed Action:
Staff recommends adoption of the following motion: Move that Council adopt Resolution 2018-
071, Resolution for Hearing on Proposed Assessments, 2018 Miscellaneous Special
Assessments.
Overview:
Each year the City Council considers assessing delinquent utility bills, delinquent invoices, and
delinquent citations. Each property owner has received a minimum of two invoices, which have
not been paid, and thus they have been included with this assessment roll.
A provisional assessment roll has been calculated and staff recommends setting an assessment
hearing. Notices of the public hearing will be mailed out to each of the affected property
owners in addition to placing a notice publication in the local newspaper.
Primary Issues to Consider:
Timeline Schedule:
September 4 City Council orders public hearing
September 13 Notice in Sun Sailor
October 2 Public assessment hearing and adopt assessment roll
November 1 Deadline for interest free payments
Recommendation:
Staff recommends adoption of Resolution 2018-071 that sets an assessment hearing date for
October 2, 2018.
