October 10, 2002 ~ Council Report 2002-165 HOPK1NS APPROVE PRELIMINARY PLANS, LAYOUT 1F HOPKINS CROSSROADS/MINNETONKA BOULEVARD INTERSECTION IMPROVEMENTS (HENNEPIN COUNTY PROJECT 8111) Proposed Action. Staff recommends the following motion: Move that Council adopt Resolution 2002-95, Resolution approvinq roadway construction preliminary plans, layout 1 F, for the construction of a new intersection at Hopkins Crossroads and Minnetonka Boulevard (Hennepin County Project 8111). This action authorizes the City and Hennepin County to proceed to final design and acquire necessary right-of-way, permits and easements. Overview. In December, 1999 City Council adopted a resolution in support of intersection improvements provided that several conditions were met. Since that time, staff from the cities of Hopkins and Minnetonka, Hennepin County staff, consultants and a Hopkins Task Force have been working to reach agreement on many design elements, including: signal system component design, street signage design, driveway access, pedestrian safety design, landscaping, median design . and lane widths. In April 2002 the Task Force reached agreement on a preliminary intersection design and on May 16 staff held a public informational meeting. There is still work to be done with Hennepin County on defining corridor enhancements east of the proposed new intersection. Staff feels that there is sufficient agreement on the preliminary design to proceed. Hennepin County personnel will be present at the Council Meeting to help explain the project and answer questions. Signal pole/mast arm design will be similar to Mainstreetl1 ih Avenue intersection design (Visco products), not a standard Hennepin County design (Millerberndt products) 0 City of Hopkins will pay increased cost of materials 0 City will stock replacement pole/s, Hennepin County will fully maintain the traffic signals . There will be six signal poles total, one at each corner with mast arms and a pedestal signal pole in each of the two CSAH 73 medians 0 CSAH 73 mast arm will be 35' long and support one signal face 0 CSAH 5 mast arm will be 40' long and support two signal faces 0 The intersection will include a total of 16 signal faces 0 Street name signage will be included on the signal poles, not hung . from the mast arms ROADWAY GEOMETRICS . Approach lanes will be the minimum State Aid width, i.e., 11' wide plus 2' curb and gutter . Pedestrian areas provided at each corner of the intersection . Median widths are the minimum - 5' back to back of curb . East approach median longer than required to help slow approach traffic STREETSCAPE/LANDSCAPE ELEMENTS . Each corner area will have common elements including: pedestrian area paving, seat wall, evergreen plantings behind wall . Medians have special paving and bollards . Colored and score-patterned concrete at crosswalks and center area . Existing landscaping at southeast corner to be relocated and/or replaced to the extent pOSSible PEDESTRIAN IMPROVEMENTS . . Staff proposes to provide a continuous 6' wide asphalt sidewalk along the south side of the road. Accordingly, the road section would include two . Council Report 2002-165 Page 3 12' travel lanes, two 6' asphalt shoulders and the 6' sidewalk on the south side. This results in a 42' wide pavement and sidewalk section. The existing pavement width varies from 38' to 44'. . Property impacts 0 The proposed plan will require permanent property takings from several Minnetonka properties and four Hopkins properties. The Hopkins properties are: 18 Loring Road, 11115, 11100 and 11118 Minnetonka Boulevard. Temporary construction easements will be required from four other Hopkins properties. There will be some trees lost at both corner properties. The road alignment has been adjusted to minimize tree loss and every effort will be made to protect trees, wherever possible, rather than removing them. As design continues, staff will work with the owners at each corner regarding the expected construction impacts and ways to mitigate them. Owners will be compensated for loss of trees, shrubs and, of course, for the easements. . . Project Cost and Schedule COST: The current construction cost estimate is $2,413,972. The estimated Hopkins share is $498,268. The 2003-2007 CIP has a city budget of $500,000 for this project. A preliminary cost estimate is attached. SCHEDULE: Hennepin County would complete design by Jan 31,2003. Construction on utility and road improvements would begin in August, 2003 and be completed in 2004. . . CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION 2002-95 APPROVAL OF ROAD CONSTRUCTION PRELIMINARY PLANS, LAYOUT 1 F, FOR THE CONSTRUCTION OF A NEW INTERSECTION AT HOPKINS CROSSROADS - MINNETONKA BOULEVARD (HENNEPIN COUNTY PROJECT 8111) WHEREAS, Layout NO.1 F, Hennepin County project 8111 showing proposed improvements to Hopkins Crossroads (County State Aid Highway 73) and Minnetonka Boulevard (County State Aid Highway 5), within the limits of the city have been prepared and presented to the city. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Hopkins, that said Layout 1 F be in all things approved, that the City and Hennepin County are hereby authorized to acquire all rights-of-way, permits and/or easements required for said improvements in accordance with Layout 1 F, . and that the city agrees to ban the parking of motor vehicles at all times and to provide enforcement for the prohibition of on-street parking on Hopkins . Hennepin County, Minnesota RESOLUTION NO. 99R116 COUNTY ROAD 73 AND MINNETONKA BOULEVARD IMPROVEMENTS WHEREAS, the City of Hopkins recognizes the need for improvements to the intersection and surrounding areas County Road 73 (Hopkins Crossroads) and County Road 5 (Minnetonka Boulevard) by improving the conditions for pedestrians, bicyclists and motorists; and WHEREAS, the needed improvements must reflect the concerns of both the travelljng public and the surrounding neighborhoods; and WHEREAS, The City of Hopkins has been working with a task force to develop an acceptable response and solution to the various concerns and goals; and WHEREAS, the result of these efforts from all parties has identified a potential solution to the concerns of all parties and the Hopkins City Council wishes to present a position statement reflecting it's position and desire to continue toward improvements; and WHEREAS, The City Council of the City of Hopkins believes that the proposed improvements are generally in line with the goals and expectations of the City of Minnetonka and Hennep1n Co. .. NOW~ THEREFO~EJ BE IT RESOLVED, by the City ~ouncil ~fthe City of Hopkins that the City of HopkinS supports Improvements to the area near the IntersectIon of Co. Rd 73 and Co. Rd 5 under the following conditions: 1. That the intersection design closely follows the design elements as depicted on the Biko Assoc. "Hennepin County Discussion Plan" which includes the following design elements: a. Concrete Pavement with contrasting color and texture elements in the crosswalk and center areas. b. Intersection geometries will include the configurations as shown with the understanding that a future right turn lane in the west-bound Co. Rd 5 approach will be accepted if the overall intersection level of service reaches a service level D. c. Intersection lane widths and raised center medians are constructed to the minimum State Aid standards (11 '). Raised medians will include landscaping as shown. d. Non-standard decorative traffic control devices are utilized which are acceptable to the Cities of Hopkins, Minnetonka, and Hennepin Co. e. Street identification signage, which is placed prior to the intersection rather than attached to the poles and/or mast arms. Attempts will be made to keep allsignage off of tDe poles and mast arms. if signage must be attached, it shall be minimal in size. f. Landscape design elements that reflect the intended effect of improving the aesthetics of the area. g. Maintenance of the intersection will be the responsibility of Hennepin Co. . 2. That Hennepin Co., City of Minnetonka and City of Hopkins agree to diligently pursue enhancements to Co. Rd. 5 including: ------- . a, Roadway improvements such as streetscape amenities, trails, landscaping, and defined h driving surface edges with the expectation of improving aesthetics and reducing speed . through Hopkins (35 mph preferred). b. Creating a uniform, consistent speed along the Co. Rd. 5 corridor from Hwy 169 to Hwy 494. c. An understanding that there will be no roadway lane additions or expansions for at least 10 years. d. The improvements outlined in this section are to be considered an integral part of the approval process from the City of Hopkins. BE IT FURTHER RESOLVEDI 1. That the Hopkins staff is directed to develop an agreement with Hennepin Co. and the City of Minnetonka which will lead to the construction of the improvements.
