ProDosed Action
Staff recommends approval of the following motion: Move to adopt
Resolution No: 90-88 a rovin the Conditional Use Permit to allow
construction of a new school structure at 125 Monroe Avenue South.
Approval of this motion will allow construction of a new school at 125
Monroe Avenue South.
Overview.
The Hopkins School District is proposing to demolish the existing
Harley Hopkins school and construct a new building at the same
location. A new building is desired because the existing building is
not efficient and does not meet all the school districts needs.
Currently the existing building is being used for preschool children.
The new building will continue to be used for preschool children.
During construction the children will be housed at Eisenhower.
Staff is recommending approval because the new building meets the
requirements for a school.
Ken Zastrow of the School District and Tim Murnane of Told Development
��ppeared before the Commission. Mr. Zastrow and Mr. Murnane explained
:he proposed development. Mr. Murnane stated that the drainage plan
will be changed to reflect the concerns of the Engineer. The
discussion focused on the drainage, retention pond, exterior
materials, landscaping and use of the building.
The Commission unanimously approved Resolution No: Z90-12 recommending
approval of CUP90-4 to construct a new school at 125 Monroe Avenue
South. -

Detailed Background
The zoning ordinance requires the following for a school:
Public or equivalent private schools provided no buildings are located
less than 50 feet from any lot line and that a fence is erected along
the boundary line which is common with abutting private property.
General Site Plan. "
The new building will be situated on the south end of the site. The
building will be a low profile building, one story high. All of the
parking will be on the north side of the site.
Fencinct.
The retention pond to the east has fencing around the retention pond.
This fence will separate the school from the retention pond.
Parkincr.
The parking will be on the north side of the building. The site plan
shows a total of 80 spaces. The ordinance requires 39 spaces.
Landscaping.
The site will preserve almost all of the existing trees. The
� landscape plan shows 31 trees plus the retention of 17 existing trees.
Che site requires 41 trees. Only one existing tree will be removed.
The landscaping plan also shows shrubs on the perimeter of the parking
area. The neighborhood to the north will be screened by the shrubs on
the perimeter of the parking area.
Drainage.
The drainage plan has been reviewed by the Director of Engineering
Dale Folen of RCM. They both have made recommendations which have
been forwarded to the Applicants. Any approval should be contingent
on the Applicants changing the drainage plan as per the
recommendations.
Fire Marshal.
The Fire Marshal has reviewed the plans and found them acceptable.
Exterior Materials.
The exterior of the building will be a combination of brick and
architecturally designed block. Brick will be on the majority of the
building with the top and bottom constructed of the block.
Access.
Access to the site will be from Monroe and First Street South. There
is a drop-off area on the north side of the building which will
--�rovide parents an easy drop-off area not on the street. The parking
rea is currently on the south side of the building, but the access to
_he parking area is from ist street and runs behind the existing
building. The traffic patterns should remain the same.

Li hting.
Each access point to the site will have a light pole. The other
lighting on the site will be for security purposes and will be on the
building.
Height.
The new building is a one story building, approximately 14 feet in
height.
Time Schedule.
Upon the proper approvals the applicant will start demolition of the
existing building immediately. The plan is to get the footings in
before winter, so construction can start in early spring. The
building has to be completed by August so the children at Eisenhower
can move back to the new building.
Primarv Issues to Consider
o Does the proposed building meet the zoning requirements?
^ The new building meets all the zoning requirements for a school. The
site plans shows more parking than required and also more landscaping
than required. The proposed building also meets the requirements for
a conditional use permit for a school.
o What use is proposed for the building?
The existing building is used for. preschool for approximately 400
children. During construction these children will be moved to
Eisenhower and when the construction is completed they will return
back to the new building.
o Is a school allowed in the R-1-A district?
�
A 'school is a conditional use within the residentia�l districts. The
conditions required by the ordinance are that the school have 50 foot
setbacks and that the school is separated with common abutting private
property by a fence. The proposed building meets both of these
requirements.
Alternatives.
"-' 1. Approve the Conditional Use Permit. By approving the
conditional use permit the applicant will be able to construct
a new building.

2 . Deny the Conditional Use Permit. By denying the conditional
use permit the applicant will not be able to construct the new
building. The Planning Commission will have to state findings
of fact to support the denial of the conditional use permit.
3 . Continue for further information. If the Commission feels
further information is needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR CONDITIONAL USE PERMIT CUP:90-4
WHEREAS, an application by Hopkins School District #270 for a
Conditional Use Permit to allow construction of a new
structure at 125 Monroe Avenue South is hereby
approved.
WHEREAS, the procedural history of the amendment is as follows:
1. That the application for Conditional Use Permit
CUP90-4 was filed with the City of Hopkins on
August 6, 1990.
2 . That the Hopkins Planning Commission reviewed such
application on August 28, 1990.
3 . That the Hopkins Planning Commission, pursuant to
published and mailed notices, held a public
hearing on August 28, 1990; all persons present at
the hearing were given an opportunity to be heard.
4 . That the written comments and analysis of the City
Staff and the Planning Commission were considered.

NOW THEREFORE BE IT RESOLVED, that application for CUP: 90-4 is
hereby . approved subject to the following Findings of
Fact:
l. That the new building meets the requirements for a
� Conditional Use Permit.
2 . That a school is permitted in R-1-A districts.
BE IT FURTHER RESOLVED, that application for CUP:90-4 is �ereby
approved subject to the following Conditions: -
l. That the Waiver of Plat is granted.
2 . That the drainage plan is changed and found acceptable
to the Engineering Supervisor.
3 . The facitilty shall be used consistent with that
allowed for schools by the Hopkins Zoning Ordinance.
Any change in use shall require review and approval by
the City of Hopkins.

Proposed Action.
Staff recommends approval of the following motion: Move to adopt
Resolution No: Z90-12 recommendincLpproval of the Conditional Use
Permit to allow construction of a new school at 125 Monroe Avenue
South.
Approval of this motion will allow construction of a new school at 125
Monroe Avenue South.
Overview.
The Hopkins School District is proposing to demolish the existing
Harley Hopkins school and construct a new building at the same
location. A new building is desired because the existing building is
not efficient and does not meet all the school districts needs.
Currently the existing building is being used for preschool children.
The new building will continue to be used for preschool children.
During construction the children will be housed at Eisenhower.
Staff is recommending approval because the new building meets the
requirements for a school.

Detailed Backaround.
The zoning ordinance requires the following for a school:
Public or equivalent private schools provided no buildings are located
less than 50 feet from any lot line and that a fence is erected along
the boundary line which is common with abutting private property.
General Site Plan.
The new building will be situated on the south end of the site. The
building will be a low profile building, one story high. All of the
parking will be on the north side of the site.
Fencina.
The retention pond to the east has fencing around the retention pond.
This fence will separate the school from the retention pond.
Parkina.
The parking will be on the north side of the building. The site plan
shows a total of 80 spaces. The ordinance requires 39 spaces.
Landscaping.
The site will preserve almost all of the existing trees. The
� landscape plan shows 31 trees plus the retention of 17 existing trees.
The site requires 41 trees. Only one existing tree will be removed.
The landscaping plan also shows shrubs on the perimeter of the parking
area. The neighborhood to the north will be screened by the shrubs on
the perimeter of the parking area.
Drainage. •
The drainage plan has been reviewed by the Director of Engineering
Dale Folen of RCM. They both have made recommendations which have
been forwarded to the Applicants. Any approval should be- contingent
on the Applicants changing the drainage plan as- per the
recommendations.
Fire Marshal.
The Fire Marshal has reviewed the plans and found them acceptable.
Exterior Materials.
The exterior of the building will be a combination of brick and
architecturally designed block. Brick will be on the majority of the
building with the top and bottom constructed of the block.
Access.
Access to the site will be from Monroe and First Street South. There
is a drop-off area on the north side of the building which will
provide parents an easy drop-off area not on the street. The parking
— area is currrenty on the south side of the building, but the access to
the parking area is from ist street and runs behind the existing
building. The traffic patterns should remain the same.

Lighting.
Each access point to the site will have a light pole. The other
lighting on the site will be for security purposes and will be on the
building.
Height.
The new building is a one story building, approximately 14 feet in
height.
• Time Schedule.
Upon the proper approvals the applicant will start -demolition of the
existing building immediately. The plan is to get the footings in
before winter, so construction can start in early spring. The
building has to be completed by August so the children at Eisenhower
can move back to the new building.
Primary Issues to Consider.
o Does the proposed building meet the zoning requirements?
�--� The new building meets all the zoning requirements for a school. The
site plans shows more parking than required and also more landscaping
than required. The proposed building also meets the requirements for
a conditional use permit for a school.
o What use is proposed for the building?
The existing building is used for preschool for approximately 400
children. During construction these children will be moved to
Eisenhower and when the construction is completed they will return
back to the new building.
o Is a school allowed in the R-1-A district?
A school is a conditional use within the �residential districts. The
conditions required by the ordinance are that the school have 50 foot
setbacks and that the school is separated with common abutting private
property by a fence. The proposed building meets both of these
requirements.
Alternatives.
� 1. Approve the Conditional Use Permit. By approving the
conditional use permit the applicant will be able to construct
a new building.
�
2 . Deny the Conditional Use Permit. By denying the conditional
use permit the applicant will not be able to construct the new
building. The Planning Commission will have to state findings
of fact to support the denial of the conditional use permit.
3 . Continue for further information. If the Commission feels
further information is needed, the item should be continued.
