Staff recommends approval of the following motion: "Move to adopt Resolution No: R90-20 approvina a Conditional Use Permit to allow construction of a pav111onfice arena in Central Park" Approval of this motion will allow construction of a pavilion/ice arena at Central Park. Overview. A pavilion/ice arena is proposed to be constructed in Central Park. The pavilion/ice arena fits into the long range plans adopted by the Park Board. The pavilion/ice arena will be utilized in the summer for various events and in the winter for a ice arena. The arena will be located east of the existing public works building and west of the lighted softball field. Architect Tom Anderson and Jon Thiel, Public Works Director reviewed the proposal with the Commission. Mr. Anderson stated that the pavilion/ice arena will be grey and red in color on the exterior and interior. Mr. Anderson also stated that the Park Board had recommended to change some of the species of trees. The Commission was concerned with the drainage. Mr. Thiel stated that they have � worked quite extensively on the drainage issue and determined that there will be ponding areas to the north and south of the proposed building.- It is anticipated to have an early May bid opening with construction to begin mid May. Construction should be completed for use of the facility by December l, 1990. Capacity of the building would be about 500 in the winter and approximately 3000 in the summer. The Commission unanimously approved Resolution No. Z90-5 recommending approval of the Conditional Use Permit to construct the pavilion. The plan is showing decorative concrete on the walls with a standing seam metal wall around the top of the building. Decorative trim will also be in various locations on the building. Windows are primary located on the north side of the building. Parking. The City intends to use the three existing parking lots. The three parking lots have 192 spaces. The pavilion is required to have 158 parking spaces. Sidewalks will connect the pavilion/ice arena to two of the parking lots. There will probably be events that the parking lots will not be able to accommodate, but they occur at limited times during the year. Setbacks Requirements. The ordinance requires all public buildings to be 50 feet from all lot lines. The proposed building is 50 feet from the lot lines. ^ Landscaping. The development requires 29 trees. The landscaping plan submitted exceeds this requirement. A few trees will be moved from the site and replanted to the north of the site. Building Height. The building will be approximately 30 feet in height. Utilities. Al1 utilities will be underground. The trash area is located on the northwest part of the building and will be screened. Building design. The west side of the proposed building will have six doors that open vertically and the east side will have two. At the north end of the building will be four team rooms, the mechanical room, a warming area, restrooms, a' concession area, and the lobby. The seating area is located on the east side of the building. A mezzanine is also located on the north side of the building. Time Schedule. After approval by the City Council in March the City will start construction as soon as possible. �' PAVILION/ICE AREA CR: 90-64 PAGE 3 Primarv Issues to Consider o Will there be an impact to the surrounding area with the construction of the pavilion/ice arena? The site is part of Central park so it already is used for different City activities. The barn which is used as an indoor ice area would no longer be used for that purpose. The activity at the barn in the winter would be shifted to the new building. However, the proposed building is capable of and will have more activities in the winter than the barn currently has. The proposed building will be located in the center of Central Park and does not abutt any residential areas. The closest residential area is to the west which is separated from the pavilion/ice arena by the public works buildings. There will be access to the site from the existing curb cuts on County Road 3 and 17th Avenue into the existing parking lots. The main lot has the access on County Road 3 . No additional parking will be added. Because of the central location of the pavilion/ice arena in Central � Park there should not be any additional impact to any residential area. Recreational activities already occur in Central Park, the pavilion/ice arena will provide an opportunity for a greater use of the park. At several times during the year events take place at Central Park which generate a considerable number of people. This occurs now and will continue with the construction of the pavilion/ice arena. o Who will be working on the development? Bonestroo, Rosene, Aderlik & Associates, Inc. is the architect. Kraus Anderson is the construction manager. A construction company to build the building has not been selected. o Does the proposal meet the zoning requirements? Approved the conditional use permit with additional conditions. If the Commission feels that additional conditions should be placed on the pavilion/ice arena it should be done at this time. 4 . WHEREAS, the procedural history of the amendment is as follows: 1. That the application for CUP90-1 was filed with the City of Hopkins on January 2 , 1990. 2 . That the Hopkins Planning Commission reviewed such application on January 30, 1990 . 3 . That the Hopkins Planning Commission, pursuant to published and mailed notices, held a public hearing on January 30, 1990 and February 28, 1990; all persons present at the hearing were given an opportunity to be _..._ heard. 4 . That the written comments and analysis of the City Staff and the Planning Commission were � considered. This is a preliminary review of a conditional use permit request by the City of Hopkins. At the February meeting the City will request final action. No formal action is required.
