CONDITIONAL USE PERMIT
BLAKE SCHOOLS
Proposed Action.
Staff recommends the following motion: "Move to approve Resolution
No: 90-6 approvinct the Conditional Use Permit to allow Blake School
to construct an addition.
This action will allow Blake Schools to construct two additions on the
southwest corner of their existing building.
overview.
Blake School is proposing to construct two additions on the southwest
corner of their existing building. A Conditional Use Permit is
required because construction is over $150, 000.
The additions are for additional classroom space. One addition is on
the second level only.
The Zoning and Planning Commission unanimously approved Resolution No:
Z89-36 recommending approval of the Conditional Use Permit to
� additions to Blake School. Mr. Ed Kodet, representing Blake School,
appeared before the Commission. Mr. Kodet explained the project.
Discussion focused on the drainage. Mr. Kodet did not think that the
addition would cause a drainage problem, but stated that he had not
done any calculations. He stated that run-off calculations can be
done to assure there will not be additional run-off to the homes on
Harrison Avenue. The Commission is requiring run-off calculations to
be done as a condition of the Conditional Use Permit.

Detailed Backqround.
Existing Zoning.
The site is currently zoned R-1-C. A school is a conditional use
within all residential districts.
Comprehensive Plan Designation
The land use plan has designated the Blake site as a school.
Exterior Materials.
The exterior of the new addition will be brick. The brick will match
the existing building.
Drainage.
The Engineering Supervisor has reviewed the plans and found them
acceptable if the Architect can verify that the runoff will not be
increased to the west to create water problems for the residents on
Harrison. The Architect has been informed of this request and any
approval should be contingent on assurance by the Architect that the

runoff will not be increased.
Landscapinq.
The site is heavily landscaped throughout. The existing landscaping
exceeds the landscaping requirements.
Fire Marshal.
The Fire Marshal has reviewed the plan and found it acceptable.
Parkina.
Additional parking was added when the athletic fields were redone.
The site has more than the required parking.
Primarv Issues to Consider?
o Does the addition meet the requirements for a conditional use

The new classroom additions meet the requirements for a conditional
use permit. The additions have been found acceptable by the
Engineering Supervisor and the Fire Marshal. The site has the
required landscaping, parking and setbacks with the additional
classrooms.

o Will the additions impact the surrounding area?
The Blake School site is large and most of the surrounding area by the
additions is the school site. The closest neighbors are to the west.
However, the new additions are over 250 feet from the Blake School
property line to the west and the school property is at a higher
elevation than the residential area. There are a great deal of
mature trees between the additions and the homes to the west of Blake.
Also, the ice arena is between many homes and the additions. With the
combination of the trees, difference in elevation and the ice arena I
doubt that the residential area will even be able to see the new
additions.

RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
AN APPLICATION FOR CONDITIONAL USE PERMIT CUP:89-18
WHEREAS, an application by Blake School for a Conditional Use
Permit to allow an addition to the southwest wing is
hereby approved.
WHEREAS, the procedural history of the amendment is as follows:
l. That the application for Conditional Use Permit
CUP89-18 was filed with the City of Hopkins on
December 1, 1989.
2 . That the Hopkins Planning Commission reviewed such
amendment on December 26, 1989.
3 . That the Hopkins Planning Commission, pursuant to
published, held a public hearing on December 26,
1989 ; all persons present at the hearing were
given an opportunity to be heard.
� 4. That the written comments and analysis of the City
Staff and the Planning Commission were considered.
NOW THEREFORE BE IT RESOLVED, that application for CUP89-18 is
hereby approved subject to the following Findings of
Fact:
1. That the proposed additions meet the requirements
for a Conditional Use Permit.
2 . That a school is a conditional use within the
residential district.
BE IT FURTHER RESOLVED, that application for CUP89-18 is hereby
approved subject to the following Conditions:
1. Require the applicant to have the architect calculate
the run-off and that any additional run-off is taken
care of on site.

RESOLUTION NO: Z89-36
RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING APPROVAL
OF APPLICATION FOR CONDITIONAL USE PERMIT CUP89-18
WHEREAS, an application for a Conditional Use Permit entitled
CUP89-18 made by Blake School to allow an addition to
the southwest wing is recommended for approval.
WHEREAS, the procedural history of the application is as
follows:
l. That an application for Conditional Use Permit
CUP89-18 was filed with the City of Hopkins on
December 1, 1989.
2. That the Hopkins Planning Commission reviewed such
application on December 26, 1989.
3 . That the Hopkins Planning Commission, pursuant to
published and mailed notices, held a public
hearing on December 26, 1989: all persons present
at the hearing were given an opportunity to be
� heard.
4. That the written comments and analysis of the City
Staff and the Planning Commission were considered.
NOW THEREFORE BE IT RESOLVED, that application for Conditional
Use Permit CUP89-18 is hereby recommended for approval
subject to the following Findings of Fact:
1. That the proposed additions meet the requirements
for a Conditional Use Permit.
2 . That a school is a conditional use within the
residential district.
BE IT FURTHER RESOLVED, that application for CUP89-18 is hereby
recommended for approval subject to the following
Conditions:
1. Require the applicant to have the architect calculate
the runoff and that any additional runoff is taken care
of on site.
