This permit is not valid until it has been recorded at the Office of the County Recorder . A true and correct copy of the full legal description of the affected property must be attached to this document . 2 . This permit does not constitute a building permit , sewage system permit , grading permit , land alteration permit , well permit or the like . Separate permits may have to be applied for and obtained in order to accomplish all the 6oals of tye gra�e�t a�thorized herein . 3 . Staff recommends the approval of the following motion: "Move to adopt Resolution No: 89-55 approvinq Conditional Use Permit to allow an identification siQn over 12 square feet at Greenfield Apartments. " Approval of this Conditional Use Permit will allow the existing sign to remain. The Commission unanimously approved the Conditional Use Permit to allow a sign greater than 12 square feet. overview. Greenfield recently completed the second phase of the their apartments and in the process put a sign on the northwest corner of Feltl Court and Smetana Road. This sign was erected without a permit. A conditional use permit is needed because the sign exceeds 12 square feet. _ In 1988 the City Council approved a Conditional Use Permit to allow a sign on Feltl Court for the first phase of Greenfield apartments. The subject sign is almost identical to the sign approved in 1988. The only difference between the signs is that the newer sign is two sided and has the phone number to the apartment office on the sign. The panel of the sign is 29 square feet and approximately 5 feet in height. Staff is recommending approval because of the lack of visibility from Smetana Road for the Greenfield apartments. Eric Engy representing Stuart Corporation appeared before the Commission. Mr. Engh stated that he thought all permits had been obtained for the second phase. There was little discussion on this item. The following is the design criteria that is required for the subject sign: a. size: The size shall be proportional to the size of the facility, need for signing, frontage on street(s) , location, visibility, and development in the area. The maximum size should not exceed 60 square feet per sign surface with a maximum area of 120 square feet per single sign. b) height: No free standing sign shall exceed fifteen feet in height. c) lighting: 1) lighting shall be indirect or it shall be backlighting 2) neon lighting, flashing lighting, and/or rotating lighted sign shall be prohibited d) design: signs attached to the building shall be integrated ^ with the building design and architecture in terms of materials, colors lighting and placements; signs not attached to the buildings shall be architecturally treated and coordinated with the principal building by use of compatible materials and design. e) location: no free standing signs shall be located less than 25 feet from any street right-of-way line f) sign purpose: the principal purpose of the sign permitted under this section shall be to identify the public or institutional use made of the property. Sign Materials The sign is made out of brick and redwood. The brick matches the brick on the apartments and the background color of the redwood matches the paint on the apartments. The base and sides are brick which support the redwood sign. The signs are coordinated with the apartments with compatible materials and design. Liqhtinq. The sign is lit externally from a ground source. �"' Primary Issues to Consider. o Does the sign meet all the requirements for a Conditional Use Permit? The applicants sign complies with all the requirements as outlined in the detailed background for a conditional use permit for the subject sign. The Director of Engineering has reviewed the placement of the sign and found it acceptable. The sign is 30 feet from Smetana Road and 43 feet from Feltl Court. The sign is on a slight incline above Smetana Road and Feltl Court. o Does the site need additional signage? Because of the trees and hill along Smetana Road, the apartment buildings are not easily seen from Smetana Road. The first sign built is not visible from Smetana Road. If a car is driving west on Smetana Road the Greenfield Apartments are not visible because of the St. Therese Apartments. If a car is driving east on Smetana Road the apartments are not seen that well because the apartments are at a lower elevation than the road. ^ The applicant has designed signs that are low profile and not large. The subject sign has landscaping around it. This landscaping consists of sod, rock and shrubs. The site can support two signs because of the large size of the site. Alternatives. l. Approve the Conditional Use Permit to allow an identification sign on the northwest corner of Feltl Court and Smetana Road for Greenfield apartments. By approving the sign Greenfield apartments will be able to keep the sign on Feltl Court and Smetana Road. 2. Deny the Conditional Use Permit to allow an identification sign on the northwest corner of Feltl Court and Smetana Road for Greenfield Apartments. By denying the sign Greenfield apartments will have to remove the existing sign on Feltl Court and Smetana Road. 3. Continue for further information.
