This permit is not valid until it has been recorded at the Office of the County Recorder . A true and correct copy of the full legal description of the affected property must be attached to this document . 2 . This permit does not constitute a building permit , sewage system permit , grading permit , land alteration permit , well permit or the like . Separate permits may have_ to be applied for and obtained in order to accomplish all the goals of the project authorized herein . 3 . Staff recommends approval of the following motion: That the rehabilitation of 906-908 Mainstreet is approved This action Will allow Marcus Corporation to rehabilitate 906-908 Mainstreet to office and retail space . The Commission unanimously approved the renovation of 906-908 Mainstreet and recommended adoption of Resolution 88-87 . Overview. 906-908 Mainstreet is currently owned by the HRA. Most of this block was purchased by the HRA in 1984 for redevelopment . Since the purchase of these buildings , the City has been attempting to redevelop the entire block . However , attempts to redevelop the whole block as one project have been unsuccessful so the City now is in the process _ of redeveloping eaeh building individually. 906-908 Mainstreet is the first building on the bloek to be rehabilitated . The HRA is selling the property under a redevelopment agreement . The building is being renovated under the Downtown Hopkins Design Guidelines which are enclosed . Mark Senn , President of Marcus Corp . appeared before the Commission . Mr. Senn reviewed the renovation . He stated the building would be restored to its original appearance . The Commission inquired if the building would be sprinkled . Mr. Senn stated that some of the building will be sprinkled . Exterior Improvements: The existing exterior will be renovated . The renovation will consist of tuck pointing , new windows and replacing the store front . The rear parking area will be cleaned up . Interior Improvement: Most of the work will be interior renovation . The basement , first , second and third floors will be renovated . The first floor will be used for retail space . The second floor will be used for office and the third floor is proposed for office/studio/apartments . Entrances • Two new entrances will be added to the building . On the City owned parking area on the east side an elevator and stair will be added . The City will provide an easement for this stairway/elevator. A second stairway will be added to the south side of the property. This stairway will provide access to the building from the parking area across the alley. � City owned parkint� lot: Ownership of the lot to the east of the building will be retained by the HRA . The City has agreed that as long as the lot remains a parking lot it xill be short term parking . The applicant also has an option for one year to buy this parking area . Future development on this parking area is restricted by the redevelopment agreement . A single story building will be allowed on the north end of the lot while multi-story building will be allowed on the south end . - Is this renovation consistent with the City's redevelopment plans? Since the acquisition of the property on this block , the City has been trying to redevelop the block into retail and office . However , redevelopment efforts to redevelop the block as a whole have proved unsuccessful . Renovated retail and office space will provide new opportunities for both Hopkins and businesses . The renovation will still allow construction of a building on the parking area to the east . Alternatives . 1 . Approve the Conditionl Ose Permit for the renovation of 906-908 Mainstreet . This would allow Marcus Corporation to renovate 906-908 Mainstreet into retail and office . -- 2 . Deny the Conditional IIse Permit to renovate 906-908 Mainstreet . If the Commission chooses this option they ' will have to state findings of fact that support this alternative . 3 . Continue for further information . If the Commission feels that more information is needed , the item should be continued .
