GENERAL PROVISIONS
1 . This permit is not valid until it has been recorded at the Office of the
County Recorder . A true and correct copy of the full legal description of
the affected property must be attached to this document .
2 . This permit does not constitute a building permit , sewage system permit ,
grading permit , land alteration permit , well permit or the like . Separate
permits may have to be applied for and obtained in order to accomplish all
the goals of the project authorized herein .
3 . The issuance of this permit does not negate the need to secure other permits
from other local units of government , state agencies or federal agencies who
may also have jurisdiction over portions of your project . f

E%PIRATION.
A Conditional Use Permit expires one year after it has been issued unless the
use for which the permit has been granted is in effect . Extensions may be
granted provided the applicant submits a letter to the Zoning Administrator
requesting an extension 30 days before the expiration of said approval . The
letter shall state the facts of the request , shoWing a good-faith attempt to
utilize the Permit , and it shall also state the additional time being requested
to begin the proposed construction . The City Council may grant extensions not
to exceed one year.

WHEREAS , an application for a Conditional Use
Permit entitled CUP88-13 made by Spantek , Inc . , 1520 Fifth
Street South , to construct an addition to the existing
building is approved .
WHEREAS , the procedural history of the application
is as follows :
1 . That an application for Conditional Use Permit
CUP88-13 was filed with the City of Hopkins on
August 3 , 1988 .
2 . That the Hopkins Planning Commission reviewed
such application on August 30 , 1988
3 . That the Hopkins Planning Commission , pursuant
to published and mailed notices , held a public
-� hearing on August 30 , 1988 ; all persons present
at the hearing were given an opportunity to be
heard .
4 . That the written comments and analysis of the
City Staff and the Planning Commission were
considered .
NOW THEREFORE BE IT RESOLVED , that the Hopkins

Proposed Action :
Staff recommends approval of the Conditional Use Permit to construct a
25 , 157 square foot addition at 1520 Fifth Street South .
Approval of this motion will allow the applicant to construct a 25 , 157
square foot addition .
The Commission voted unanimously to recommend approval of Resolution
No: 88-75 Approving a Conditional Use Permit to construct the 25 ,000
square foot addition to the buildinK at 1520 Fifth Street South .
Overview.
Spantek , located at 1520 Fifth Street South , is proposing to construct
a 25 , 157 square foot addition . This addition will be located on the
� south side of the site . The new area will be used for manufacturing
and warehousing . Spantek manufactures expended metal .
Staff is recommending approval because the proposed addition meets all
the requirements for the zoning district .
George Baldwin of Spantex appeared before the Commission . He stated
that they would like to construct a 25 ,000 square foot addition .
There was very little discussion on this item . It was noted that the
plan complied with all the ordinance requirements .

* The plan shows 15 feet, but the applicant will jog the
building to comply with the 20 foot setback. The staff
will also be reviewing the ordinance with a possible
ordinance change to allow B and I districts to follow the
same building line even if the ordinance is changed.
� Drainacte
The City Engineer has reviewed the plans and found them acceptable.
The site will use surface drainage.
Fire
The Fire Marshal has reviewed the plans and found them acceptable.
The proposed addition will be sprinkled.
Landscapinq
The applicant requires 25 new plantings. These new plantings will be
located throughout the site. The plan shows trees not of the proper
size, but the applicant has stated that they will be the required
size.
Exterior Surface
The proposed addition will be constructed of pre-cast concrete. This
will match the existing structure. This type of construction is
compatible with the other buildings in the area.
Parkinct
The building use requires 96 spaces. The site plan shows 99 spaces.
Sixty new parking spaces will be added to the south side of the site.
Access to these spaces will be from 15th & 16th Avenues. 4 spaces will
be added to the east side of the site with the option of adding 4 more
spaces. The plan show that the parking spaces are not 20 in length.
_ However, this can be changed to 20 feet to comply with the ordinance.
Loading Docks
The new addition will have internal loading docks on the southeast
side of the building. Access to these docks will be from 15th Avenue.

Building Height
The applicant is constructing a higher building than exists because
they will be installing an overhead crane. This crane will provide
the business a more efficient use of the internal space.
Access
Access to the site is from 5th Street South, 15th & 16th Avenues.
- Is the proposed addition consistent with the surrounding uses and
buildings?
The subject building is surrounded by industrial uses. The new
addition will be an expansion of the existing use. The applicant has
complied with all of the requirements for the I-2 district.
^ The new addition will improve the area. The area where the new
addition will be constructed is an empty lot. The new addition will
finish off the block. Landscaping will be provided along the south
side of the site to buffer the parking area from the adjacent
business. The proposed exterior materials are consistent with the
surrounding buildings.
Alternatives.
1. Approve the Conditional Use Permit for the addition. By
approving this Conditional Use Permit the applicant will
be able to construct the proposed addition.
2. Deny the Conditional Use Permit for the addition. By
denying this Conditional Use Permit the applicant will
not be able to construct the proposed addition. The
Commission will have to state Findings of FAct which
support this finding.
3. Continue for further information. If the Commission
feels that additional information is needed the item
should be continued for a month.

RESOLUTION NO: 88-75
RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR CONDITIONAL USE PERMIT CUP88-13
WHEREAS, an application for a Conditional Use
Permit entitled CUP88-13 made by Spantek, Inc. , 1520 Fifth
Street South, to construct an addition to the existing
building is approved.
WHEREAS, the procedural history of the application
is as follows:
1. That an application for Conditional Use Permit
CUP88-13 was filed with the City of Hopkins on
August 3 , 1988.
2 . That the Hopkins Planning Cofmmission reviewed
such application on August 30, 1988
3 . That the Hopkins Planning Commission, pursuant
to published and mailed notices, held a public
� hearing on August 30, 1988; all persons present
at the hearing were given an opportunity to be
heard.
4 . That the written comments and analysis of the
City Staff and the Planning Commission were
considered.
NOW THEREFORE BE IT RESOLVED, that the Hopkins
City Council makes the following Findings of Fact in respect
to CUP88-13 :
1. That the proposed addition meets the
requirements for the I-2 district.
2 . That the proposed addition meets the
requirements for a Conditional Use Permit.
BE IT FURTHER RESOLVED, that application for
Conditional Use Permit CUP88-13 is hereby approved subject
to the following Conditions:
l. That the parking plan is redone to conform with
the ordinance.
2 . That the new addition has a 20 foot sideyard
setback.
Adopted this 6th day of September, 1988.
