SEPTEMBER 4, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council
was held on Tuesday, September 4, 2018 at 7:02 p.m. in the Council Chambers at City
Hall, 1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson, Director
of Planning and Development Elverum, Assistant City Manager Lenz, City Planner
Lindahl, Public Works Director Stadler and Community Development Coordinator
Youngquist.
ADOPT AGENDA
Motion by Gadd. Second by Campbell.
Motion to Adopt Agenda.
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
PRESENTATIONS
111.1. Proclamation Honoring Helping Paws 30th Anniversary
Mary Tiegen, President of Helping Paws Board of Directors, gave an overview of the
mission of Helping Paws. The Helping Paws Fundraiser dinner is on Saturday,
September 15, 2018. Mayor Cummings thanked the organization and read the
proclamation honoring Helping Paw's 30th anniversary.
111.2. Proclamation Declaring Change to Chill Week in Hopkins
Representatives from Allina Health and Hopkins High School gave an overview of
Change to Chill, a website based program with resources for mental health and stress
reduction. Mayor Cummings thanked the Hopkins School District for embracing the
program and read the proclamation declaring September 4-9 as Change to Chill Week
in Hopkins.

NEW BUSINESS
V11.1. Draft 2040 Comprehensive Plan Update — Cultivate Hopkins
In addition to City staff, a representative present for the item was Ms. Haila Maze,
Senior Urban Planner, Bolton & Menk. City Planner Lindahl gave an overview of the
staff report regarding the draft of the 2040 Comprehensive Plan. Mr. Lindahl discussed
the Comprehensive Plan process that has been 2-years of planning work and
community conversations. Ms. Maze summarized the draft of the Comprehensive Plan
that is a reflection of Hopkins and where it is going. Ms. Maze discussed the
Comprehensive Plan approach, new elements included in the plan, plan
implementation, review process and timeline. The Metropolitan Council requires a 6-
month review process that allows for additional feedback and comments. Mr. Lindahl
commented that Council and the public have the opportunity to review the plan and
provide feedback.
There was Council discussion about the review process and changes to the plan. Mr.
Lindahl discussed the review process with neighboring communities and Ms. Maze
explained the Metropolitan Council review process. Staff would update the Council and
the Planning & Zoning Commission if there are any changes to the Plan. The
Comprehensive Plan would be available on the City of Hopkins website, promoted in
the Hopkins Connections weekly email, City of Hopkins Facebook page and a paper
copy would be available at City Hall.
Council thanked the staff and Bolton & Menk for involving the community, gathering
input and putting the plan together.
Motion by Campbell. Second by Kuznia.
Motion to adopt Resolution 2018-72, accepting the Draft 2040 Comprehensive
Plan Update — Cultivate Hopkins and authorizing its release for the statutorily
required six month review period
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
ANNOUNCEMENTS

ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Gadd, second by Kuznia, the meeting was unanimously adjourned at 8:07 p.m.
