WHEREAS, the procedural history of the application is as follows: 1. That an application for Waiver of the Platting Requirements WVR86-3 was filed with the City of Hopkins on July 10, 1986. 2. That the Hopkins Planning Commission reviewed such application on July 29, 1986. 3. That the Hopkins Planning Commission , pursuant to mailed notices, held a public hearing on July 29, 1986 ; all persons present at the hearing were given an opportunity to be heard. 4. WAIVER OF PLAT - 1615-1625 FIFTH STREET PLANNING REPORT JULY 16, 1986 WVR86-3 PURPOSE: To review and recommend action on a request for a Waiver of the Platting requirements at 1615 and 1625 Fifth Street South. BACKGROUND: Name of Applicant: Mike Briggs Address of Property: 1615/1625 Fifth Street South Present Zoning: I-2 Nature of Request: To divide a 57,700 square foot lot into two parcels of 27,353 square feet and 23,026 square feet. Reason for request: To receive separate tax statements for each building. In 1977 Parcel 'A' was granted a Conditional Use Permit to construct a building valued over $75,000. In subsequent years , 1979, 1981 and 1984, applications for Conditional Use Permits and Variances were received for Parcel ' B' . The records do not show why after approval in 1979 the appli- — cant did not construct the second building on Parcel ' B' however, after approval in 1984, the second building was constructed. The applicant has received two variances for side yards , a 15 foot side yard variance on the west side yard of Parcel ' A' and a 10 foot side yard variance on the east side of Parcel 'B' . Each building has its own dumpster and loading berth. The division line cuts through most of the parking for Parcel '6' . This would leave on site parking for Parcel 'B' with only 4 spaces, six short of the required 10. �� � PLANNING REPORT WUR86-3 Page 2 RECOMMENDATION: I recommend denial of the Waiver of Plat. The following are suggested Findings of Fact should the Council recommend denial : l.
