Staffrecommends the following motion: Move to apnrove Resolution RZ94-1 recommendin� �proval of changes to the Com�prehensive Plan re�ardin�Lresidential housin�. Overview. In conjunction with discussions as part of preparation of the Economic Development Strategic Plan there was a concern regarding the number of new multi-family developments that can be constructed within the City. One of the goals and actions steps in the Strategic Plan was to specifically review the multi-family housing sites and determine if changes to the Zoning Ordinance and Comprehensive Plan are appropriate. The first step in this process is to amend the Comprehensive Plan to reflect the new residential goals and policies within the City. In this report are proposed amendments to the ^ Comprehensive Plan. Following this amendment process of the residential policies, the various sites will be reviewed for possible changes, either in the Comprehensive Plan, Zoning Ordinance or both. Also, the language in the Comprehensive Plan relating to the site will be reviewed and if the site is recommended for a change, the language relating to the site will also be recommended for a change. The following is the goal and action steps regarding multi-family housing: "Assure strong and well maintained neighborhoods in order to foster an overall positive economic development climate in Hopkins." "The stability and growth of neighborhoods is key to the success of any economic development efforts of a city. Neighborhoods provide employees for existing and potential businesses, a market for the retail sector, and create an image of the community which is a reflection upon the local businesses. Neighborhoods are also a reflection upon a community's social and economic standards of living and overall quality of life, which in turn impacts economic growth." One of the suggested action steps: "Examine properties which are cunently zoned and guided for multi-family housing. Deternune if changes need to be made based on: � o Need for single family, owner occupied housing vs. multi-family, non-owner occupied housing o Current housing market o Land use issues o Goals of Strategic Plan" o What is the percentage of single family and multi-family units within Hopkins, and other cities? The following is an example of the percentage of single family and multi-family units within Hopkins, various other first ring suburbs, and Hennepin County. This numbei was determined by the potential units that can be constructed on the existing vacant or redeveloped sites that are guided or zoned multi-family. This is a potential of a 10% increase in multi-family units. o What is the goal in amending the Comprehensive Plan regarding multi-family housing? Seek to reduce the total number of multiple residential units at build out by 2533. o What sections need to be added in the Comprehensive Plan? The following are sections that need to be added in the Comprehensive Plan to reflect the new direction of the City: RESIDENTIAL NEIGHBORHOOD POLICIES pages 24 & 25 o The Citv will work to assure strong and will maintained nei�hborhoods in order to foster an overall positive economic development climate in Hopkins. � o The Citv will work�rovide an overall mixture of residential land use in the Citv o The City will work to correct the disproportional amount of multiple familv land uses within the Citv. o The City will work to provide a balance of land uses within the Citv o The Citv will seek to provide housing o�portunities for people in all se�ments of the life cycle. At this time if a site is recommended for a change, the language relating to the site will also be recommended for a change. o What are the nezt steps? o Proposed amendments are approved by City Council o Proposed amendments are approved by Met Council o Hold hearings for amending Comprehensive Plan/Zoning Ordinance for various sites. Alternatives. 1. Approve the proposed language changes for the Comprehensive Plan. By approving the proposed changes in the Comprehensive Plan the City Council will consider a recommendation of approval from the Planing Commission. 2. Do not approve the proposed language changes for the Comprehensive Plan. By � recommending denial of the proposed changes for the Comprehensive Plan, the City Council will consider a recommendation of denial from the Planning Commission. 3. Continue for further information. If the Planning Commission indicates that further information is needed the item should be continued. �� CITY OF HOPKINS Hennepin County, Minnesota . � RESOLUTION NO: RZ94-1 RESOLUTION RECOMMENDING APPROVAL OF CHANGES TO THE COMPREHENSIVE PLAN REGARDING RESIDENTIAL HOUSING WHEREAS, an application for Comprehensive Plan amendments COMP94-1, made by the City of Hopkins to amend the Comprehensive Plan is recommended for approval. WHEREAS, the procedural history of the application is as follows: 1. That an application for a Comprehensive Plan amendment COMP94-1 filed with the City of Hopkins on December 20, 1993 . 2 . That the Hopkins Planning Commission, pursuant to mailed notices, held a public hearing on the application and reviewed such application on January 25, 1994 : all persons present were given an opportunity to be heard. 3 . That the written comments and analysis of the City staff and the Planning Commission were considered. � NOW THEREFORE, BE IT RESOLVED that the application for a Comprehensive Plan amendment COMP94-1 is hereby recommended for approval based on the following Findings of Fact: l. It has been determined by the Zoning and Planning Commission that the City has a high percentage of multi-family units. 2 .
