REZONING/COMPREHENSIVE PLAN CHANGE-- ALLIANT TECH
PARKING LOTS AND PART OF THE ABM SITE
Proposed ACtion.
Staff recommends the following motion: Move to a�prove Resolution RZ95-16
recommending approval to amend the Comprehensive Plan change for the Alliant Tech
parkin� lots from Medium Densi� Residential to Low Density Residential and the north 175
feet of the ABM site from Industrial to Low Densitv Residential and Ordinance 95-770 that
will rezone the north 175 feet of the ABM site.
Overview.
In an effort to reduce the number of potential multi-family units within the City, the Planning
Commission has previously undertaken a process of amending the Comprehensive Plan to
reflect new goals for the City regarding multi-family sites. One of the goals in the Strategic
Plan for Economic Development details for Staff to review the potential multi-family sites and
recommend changes. In conjunction with this process, the Planning Commission has also
reviewed several sites in the City that are either zoned or guided for multi-family to determine
if a change is appropriate.

The north 175 feet of the ABM site is currently zoned R-2 and guided in the Comprehensive
Plan as Industrial. Also, some of the Alliant Tech parking area that is zoned for low density
residential is guided in the Comprehensive Plan as Medium Density Residential. Staff is
recommending that, based on the Comprehensive Plan and zoning, these areas be changed to
Single Family Residential (R-1-C).

Primary Issues to Consider.
o What is the zoning of the property?
The zoning of the parking lots for Alliant Tech is R-1-C, Single Family Residential, and
R-1-A, Single and Two-Family High Density Residential. The North 175 feet of the ABM
site is zoned R-2, Low Density Multiple Family.
o What has the Comprehensive Plan designated the subject site?
The Comprehensive Plan has designated the Alliant Tech parking lots as Medium Density
Residential. The ABM site is designated as Industrial.
o What types of uses are in this area?
This area is a mixture of industrial uses, single and two-family homes.
o What notification has the neighborhood received?
All property owners within 350 feet of the sites were notified of the proposed rezoning and
the amendments to the Comprehensive Plan.

o What has the Planning Commission recommended for the sites?
The Planning Commission, in a previous discussion, has recommended that the
Comprehensive Plan designation is changed from Medium Density Residential to Low Density
Residential for both sites. With the amendment to the Comprehensive Plan, the zoning district
and the Comprehensive Plan designation will be the same.
o What is the Stafl'recommendation?
Staffis recommending that the north 175 feet ofthe ABM site is rezoned from R-2 to R-1-C,
and the Comprehensive Plan amended from Industrial to Low Density Residential. Staff
would also recommend that the Comprehensive Plan designation is changed for the Alliant
Tech parking lots from Medium Density Residential to Low Density Residential.
o What is the impact of this change?
The north 175 feet of the ABM site is currently zoned for a residential use. The rezoning to
R-1-C will only have an impact if the site is redeveloped in the future. The zoning ordinance
allows parking lots permitted in a residential district for a business that abuts a residential
district. The Comprehensive Plan change will make the Comprehensive Plan and the zoning
consistent for this site.

Alternatives
1. Recommend approval of the Comprehensive Plan amendment and rezoning. By
recommending approval of the Comprehensive Plan amendment and rezoning, the City
Council will consider a recommendation of approval.
2. Recommend denial of the Comprehensive Plan amendment and rezoning. By

RESOLUTION MAKING FINDINGS OF FACT AND RECOMNIENDING
APPROVAL OF AMENDMENTS TO THE ZONII�IG ORDINANCE
AND THE COMPREHENSIVE PLAN FOR THE VALU ADDITION AND ALLIANT TECH
PARKING LOTS
WHEREAS, an application for a rezoning and Comprehensive Plan amendment, ZN95-9, has
been made by the City of Hopkins; and
WHEREAS, the procedural history of the application is as follows.
1. That an application for rezoning and Comprehensive Plan Amendment ZN95-9 was made
by the City of Hopkins on May 26, 1995.
2. That the Hopkins Planning Commission, pursuant to published and mailed notices, held a
public hearing on the application and reviewed such application on June 27, 1995: all
persons present were given an opportunity to be heard.

3. That the written comments and analysis of the City Staff were considered.
NOW THEREFORE, BE IT RESOLVED that the application for rezoning and Comprehensive
Plan Amendment ZN95-9 is hereby recommended for approval based on the following Findings of Fact.
1. That a goal in the City of Hopkins Strategic Plan for Economic Development is to review
the multi-family zoned and guided property.
2. That the City has undertaken a detailed analysis of multi-family zoned and/or
guided sites in Hopkins, including the subject site.
3. That the proposed amendment to the Zoning Ordinance and Comprehensive Plan
change is consistent with the goals/policies in the Comprehensive Plan including:
o The City will work to provide an overall mixture of residential land use in the City.
o The City will work to correct the disproportional amount of multiple family land
uses within the City.
o The City will work to provide a balance of land uses within the City.
o The City will seek to provide housing opportunities for people in all segments of
the life cycle.
4. That the proposed amendment to the Zoning Ordinance and the Comprehensive
Plan will be consistent with the future land use for the property in question.

ORDINANCE NO. 95-770
AN ORDINANCE REZONING THE NORTH 175 FEET OF THE VALU ADDITION
BE IT ORDAINED by the City Council of the City of Hopkins as follows.
That the present zoning classification of R-2, Low Density Multiple Family, upon the
following described premises is hereby repealed, and in lieu thereof the said premises is hereby
zoned as R-1-C, Single Family Medium Density.
The north 175 feet of Lots 1 and 2, Block 1, Valu Addition
That the presently existing Hopkins Zoning Map adopted as part of Hopkins Zoning
Ordinance is hereby amended and changed in accordance with the above provision.
