Staff recommends the following motion: Move to a�prove Resolution RZ95-15 recommendin� a�proval of a Comprehensive Plan amendment and Ordinance 95-771 for rezoning of an area between 6th and 7th Avenues South, south of Mainstreet and north of 2nd Street South, from R-5 to R-1-A. Overview. In an effort to reduce the number of potential multi-family units within the City, the Planning Commission has previously undertaken a process of amending the Comprehensive Plan to reflect new goals for the City regarding multi-family sites. One of the goals in the Strategic Plan for Economic Development details for Staff to review the potential multi-family sites and recommend changes. In conjunction with this process, the Planning Commission has also reviewed several sites in the City that are either zoned or guided for multi-family to determine if a change is appropriate. The single family area between 6th and 7th Avenue South, south of Mainstreet and north of � 2nd Street South, is currently zoned R-5, High Density Multiple Family, and guided for a high density residential use. The existing uses are single family. This change will accomplish the following. o Reduce the number of potential new multi-family units. � Bring the existing uses in conformance with zoning and the Comprehensive Plan. o Allow the Comprehensive Plan and zoning to be in agreement as relates to the future reuse of this area. The zoning of the property is R-5, High Density Multiple Family. o What has the Comprehensive Plan designated the subject site? The Comprehensive Plan has designated the site as High Density Residential. o What types of uses are in this area? The subject area contains, for the most part, single family homes. The surrounding uses are multi-family and business. o What has the Planning Commission recommended for the site? The Planning Commission, in a previous decision, recommended that the Comprehensive Plan designation be changed from High Density Residential to Low Density Residential and rezoned the area from R-5 to R-1-A. This recommendation is based on the following. —� � Interest to preserve single family houses. � Reduce the amount of potential additional multi-family units in the City(64-172 units could be added with high density residential zoning). o What is the Staff recommendation? Staff would also recommend that the Comprehensive Plan designation is changed from High Density Residential to Low Density Residential and the zoning from R-5 to R-1-A.. This is the zoning and Comprehensive Plan designation of the e�sting uses. o What is the impact of this change? As the uses in this area are single family residential, they will become conforming with the proposed land use designation, R-1-A. Alternatives 1. Recommend approval of the Comprehensive Plan amendment and rezoning. By recommending approval of the Comprehensive Plan amendment and rezoning, the City Council will consider a recommendation of approval. 2. Recommend denial of the Comprehensive Plan amendment and rezoning. That an application for a rezoning and Comprehensive Plan amendment ZN95-10 was made by the City of Hopkins on May 26, 1995. 2. That the Hopkins Planning Commission, pursuant to published and mailed notices, held a public hearing on the application and reviewed such application on June 27, 1995: all persons present were given an opportunity to be heard. 3. That the written comments and analysis of the City Staff were considered. � NOW THEREFORE, BE IT RESOLVED that the application for a rezoning and Comprehensive Plan Amendment ZN95-10 is hereby recommended for approval based on the following Findings of Fact. 1. That a goal in the City of Hopkins Strategic Plan for Economic Development is to review the multi-family zoned and guided property. 2. That the City has undertaken a detailed analysis of multi-family zoned and/or guided sites in Hopkins, including the subject site. 3. That the proposed amendment to the Zoning Ordinance and Comprehensive Plan is consistent with the goals/policies in the Comprehensive Plan including: o The City will work to provide an overall mixture of residential land use in the City. o The City will work to correct the disproportional amount of multiple family land uses within the City. o The City will work to provide a balance of land uses within the City. o The City will seek to provide housing opportunities for people in all segments of the life cycle. 4. That the proposed amendment to the Zoning Ordinance and Comprehensive Plan is consistent with the future land use designation in the Comprehensive Plan for the property in question. That the present zoning classification of R-5, High Density Multiple Family, upon the following described premises is hereby repealed, and in lieu thereof the said premises is hereby zoned as R-1-A, Single and Two-Family High Density. Lots 21-29 Block 1, West Minneapolis Lots 9-18 Block 2, West Minneapolis Lots 30-39 Block 2, West Minneapolis That the presently existing Hopkins Zoning Map adopted as part of Hopkins Zoning Ordinance is hereby amended and changed in accordance with the above provision.
