Staff recommends the following motion: Move to a�prove Resolution RZ95-19 approvin� a Comprehensive Plan amendment from Medium Densitv Residential to Low Density Residential and Ordinance 95-774 for a rezoning from R-4 to R-1-A for the area between Sixth and Eighth Avenues North south of First Street North and north of the railroad right-of-wa� Overview. In an effort to reduce the number of potential multi-family units within the City, the Planning Commission has previously undertaken a process of amending the Comprehensive Plan to reflect new goals for the City regarding multi-family sites. One of the goals in the Strategic Plan for Economic Development details for Staff to review the potential multi-family sites and recommend changes. In conjunction with this process, the Planning Commission has also reviewed several sites in the City that are either zoned or guided for multi-family to determine if a change is appropriate. --� The single family area between Sixth and Eighth Avenues North, south of First Street North and north of the railroad right-of-way, is cunently zoned R-4, Medium High Density Multiple Family, and guided for a medium density residential use. The existing uses are single family. This change will accomplish the following. o Reduce the number of potential new multi-family units. � Bring the existing uses in conformance with zoning and the Comprehensive Plan. � Allow the Comprehensive Plan and zoning to be in agreement as relates to the future reuse of this area. The zoning of the property is R-4, Medium High Density Multiple Family. o What has the Comprehensive Plan designated the subject site? The Comprehensive Plan has designated the site as Medium Density Residential. o What types of uses are in this area? The subject area contains single family homes, an apartment building, and one commercial building. The surrounding uses are multi-family home, single family homes and businesses. o What has the Planning Commission recommended for the site? The Planning Commission, in a previous discussion, recommended that the Comprehensive Plan designation be changed from Medium Density Residential to Low Density Residential and rezoned from R-4 to R-1-A. This recommendation is based on the following. � � Interest to preserve single family houses. � Reduce the amount of potential additional multi-family units in the City (67-174 units could be added with medium density residential zoning). o What is Stat�'recommendation? Staff would also recommend that the Comprehensive Plan designation be changed from Medium Density Residential to Low Density Residential and the zoning from R-4 to R-1-A.. This is the zoning and Comprehensive Plan designation of the majority of the existing uses. o What is the impact of this change? The single family homes will become conforming with the proposed land use designation of R-1-A. The apartment building will become legal non-conforming and will be allowed to remain in accordance with the requirements of the zoning ordinance. The commercial use is legal non-conforming now and will continue to be legal non-conforming. However, if these lots were redeveloped, only single family homes could be constructed. Alternatives. 1. Recommend approval of the Comprehensive Plan amendment and rezoning. By recommending ^ approval of the Comprehensive Plan amendment and rezoning, the City Council will consider a recommendation of approval. ZN95-11 --- Page 3 2. Recommend denial of the Comprehensive Plan amendment and rezoning. By recommending denial of the Comprehensive Plan amendment and rezoning, the City Council will consider a recommendation of denial. 3. Continue for further information. That an application for a rezoning and Comprehensive Plan Amendment ZN95-11 was made by the City of Hopkins on June 30, 1995. 2. That the Hopkins Planning Commission, pursuant to published and mailed notices, held a public hearing on the application and reviewed such application on July 25, 1995: all persons present were given an opportunity to be heard. 3. That the written comments and analysis of City Staff were considered. � NOW THEREFORE, BE IT RESOLVED that the application for a rezoning and Comprehensive Plan Amendment ZN95-11 is hereby recommended for approval based on the following Findings of Fact, 1. That a goal in the City of Hopkins Strategic Plan for Economic Development is to review the multi-family zoned and guided property. 2. That the City has undertaken a detailed analysis of multi-family zoned and/or guided sites in Hopkins, including the subject site. 3. That the proposed amendment to the Zoning Ordinance and Comprehensive Plan is consistent with the goals/policies in the Comprehensive Plan, including: o The City will work to provide an overall mixture of residential land use in the City. o The City will work to correct the disproportional amount of multiple family land uses within the City. o The City will work to provide a balance of land uses within the City. o The City will seek to provide housing opportunities for people in all segments of the life cycle. 4. That the proposed amendment to the Zoning Ordinance and Comprehensive Plan is consistent with the future land use designation in the Comprehensive Plan for the property in question. That the present zoning classification of R-4, Medium High Density Multiple Family, upon the following described premises is hereby repealed, and in lieu thereof the said premises is hereby zoned as R-1-A, Single and Two-Family High Density.
