COMPREHENSIVE PLAN CHANGE--ALLIANT TECH PARKING LOT
Pronosed Action.
Staff recommends the following motion: Move to approve Resolution RZ95-22 recommending
�proval of a Comprehensive Plan amendment from High Density Residential to Low Density
Residential for the Alliant Tech parking lot east of Tyler and west of the Hopkins Arches
anartments.
Overview.
In an effort to reduce the number of potential multi-family units within the City, the Planning
Commission has previously undertaken a process of amending the Comprehensive Plan to reflect
new goals for the City regarding multi-family sites. One of the goals in the Strategic Plan for
Economic Development details for staff to review the potential multi-family sites and recommend
changes. In conjunction with this process, the Planning Commission has also reviewed several
sites in the City that are either zoned or guided for multi-family to determine if a change is
appropriate.

The Alliant Tech parking lot between Tyler and the Hopkins Arches apartments and south of
Oaks Park is currently designated High Density Residential, but zoned R-1-C, Single Family
Medium Density. The existing use is a parking lot for Alliant Tech. This change will accomplish
the following:
� Reduce the number of potential new multi-family units.
� Bring the existing use in conformance with zoning and the Comprehensive Plan.
� Allow the Comprehensive Plan and zoning to be in agreement as relates to the future reuse of
this area.

The zoning of the property is R-1-C Single Family Medium Density.

The Comprehensive Plan has designated the site as High Density Residential.
o What notification has the neighborhood received?
All property owners within 350 feet were notified of the proposed Comprehensive Plan
amendment.
o What types of uses are in this area?
The surrounding uses contain single family homes to the west, an apartment complex to the east,
businesses to the south, and a park to the north.
o What has the Planning Commission recommended for the site?

The Planning Commission, in a previous discussion, recommended that the Comprehensive Plan
designation be changed from High Density Residential to Low Density Residential. This
recommendation is based on the following:
� Reduce the amount of potential additional multi-family units in the City (259-414 units could
be added with high density residential zoning).
� The zoning of the site is single family.
o What is staff recommendation?
Staff would also recommend that the Comprehensive Plan designation be changed from High
Density Residential to Low Density Residential. The zoning and Comprehensive Plan will be in
conformance.
o What is the impact of this change?
The amendment to the Comprehensive Plan will make the zoning and the comprehensive plan in
conformance.
Alternatives.
^ 1. Recommend approval of the Comprehensive Plan amendment. By recommending approval of
the Comprehensive Plan amendment, the City Council will consider a recommendation of
approval.

RESOLUTION NO: RZ95-22
RESOLUTION MAKING FINDINGS OF FACT AND RECOMN�NDING
APPROVAL OF AMENDMENTS TO THE COMPREHENSIVE PLAN REGARDING
RESIDENTIAL AREAS
WHEREAS, an application for Comprehensive Plan Amendment ZN95-13, has been made by the
City of Hopkins; and
WHEREAS, the procedural history of the application is as follows.
1. That an application for a Comprehensive Plan amendment, ZN95-13, was made by the
City of Hopkins on August 25, 1995.
2. That the Hopkins Planning Commission, pursuant to published and mailed notices, held a
public hearing on the application and reviewed such application on September 26, 1995;
all persons present were given an opportunity to be heard.
^ 3. That the written comments and analysis of City staff were considered.
NOW, THEREFORE, BE IT RESOLVED that the application for a Comprehensive Plan
amendment, ZN95-13 is hereby recommended for approval based on the following Findings of Fact:
1. That a goal in the City of Hopkins Strategic Plan for Economic Development is to review
the multi-family zoned and guided property.
2. That the City has undertaken a detailed analysis of multi-family zoned and/or
guided sites in Hopkins.
3. That the proposed amendment to the Comprehensive Plan is consistent with the
goals/policies in the Comprehensive Plan, including:
o The City will work to provide an overall mi�ure of residential land use in the City.
o The City will work to correct the disproportionate amount of multiple-family land
uses within the City.
o The City will work to provide a balance of land uses within the City.
o The City will seek to provide housing opportunities for people in all segments of
the life cycle.
4. That the proposed amendment to the Comprehensive Plan is consistent with the
future land use designation in the Comprehensive Plan for the properties in
question.
