Staff recommends the following motion: Move to approve Resolution RZ94-22 recommendinQ a�proval of a Comprehensive Plan and Zoning Ordinance amendment for the propertv north of St. Therese from Density Residential to Medium Densitv Residential and from R-4 PUD to R-2. Overview. In an effort to reduce the number of potential multi family units within the City, the Planning Commission has begun a process to amend the Comprehensive Plan and Zoning Ordinance to reflect new goals for the City regarding multi-family sites. As part of this process the Planning Commission has also reviewed several sites in the City that are potentially available for development/redevelopment for multi-family housing projects. The staff is presently proposing that the Planning Commission hold a hearing at each of its next several meetings to consider a zoning and/or land use change to one to two parcels per month. For this month staf�is proposing that the Commission consider the vacant land north of St. Therese. � The vacant lot north of St. Therese is zoned R-4 PUD, Medium High Density Multiple Family. The Comprehensive Plan has designated the area as High Density Residential. The Planning Commission has recommended as part of its previous review that this property is rezoned to R-2, Low Density Multiple Family and that the Comprehensive Plan is also amended to medium density multi-family. The zoning of the property is R-4, Planned Unit Development which allows multi-family dwellings. o What has the Comprehensive Plan designated the subject site? The Comprehensive Plan has designated the site as High Density Residential. o What are the new goals in the Comprehensive Plan? One of the goals in the Strategic Plan is to examine the multi-family zoned and guided properties within the City. As a result of this goal in the Strategic Plan, the Comprehensive Plan was amended. Earlier this year the City Council amended the Comprehensive Plan to reflect new residential neighborhood policies. The following are the new policies: o The City will work to assure a strong and well maintained neighborhoods in order to foster an overall positive economic development climate in Hopkins. o The City will work to provide an overall mixture of residential land use in the City. ^ o The City will work to conect the disproportional amount of multiple family land uses within the City. o The City will work to provide a balance of land uses within the City. o The City will seek to provide housing opportunities for people in a11 segments of the life cycle. o The stability and growth of neighborhoods is key to the success of any economic development efforts of a city. Neighborhoods provide employees for existing and potential business, a market for the retail sector, and create an image of the community which is a reflection upon the local business. Neighborhoods are also a reflection upon a community's social and economic standards of living and overall quality of life, which in turn impacts economic growth. o What are the surrounding uses? The subject site is surrounded by the following uses: o north - landfilUWestbrooke patio homes o south - St. Therese o east - Westbrooke patio homes o west - Greenfield apartments ..-. ZN 94-4 Page 3 o What has the Pianning Commission recommended for the site? .� In reviewing the site it was determined that because of the surrounding uses that a multiple family designation would be appropriate for the site, but that the density should be reduced. As a result of the proposed change the density will decrease from approximately 231 units to approximately 105 units. The Planning Commission in their preliminary review of the site has recommended that the site is rezoned to R-2 and the Comprehensive Plan is changed to medium density residential. The Planning Commission made this recommendation because the surrounding area is a11 multiple family and a lower density will reduce the number of units that could be constructed. o What is the staff recommendation? Staffwould concur with the recommendation of the Planning Commission. Alternatives 1. Recommend approval of the Comprehensive Plan and zoning amendment. By recommending approval of the Comprehensive Plan and zoning amendment, the City Council will consider a recommendation of approval. 2. Recommend denial of the Comprehensive Plan and zoning amendment. By recommending denial of the Comprehensive Plan and zoning amendment, the City Council will consider a _ recommendation of denial. If the Planning Commission considers this alternative, findings of fact will have to be stated that support this decision. 3. Continue for further information. WF-�REAS, the procedural history of the application is as follows: 1. That an application to amend the Comprehensive Plan and a rezoning was filed with the City of Hopkins on November 28, 1994. 2. That the Hopkins Planning Commission, pursuant to published and mailed notices, held a public hearing on the application and reviewed such application on December 27, 1994: a11 persons present at the hearing were given an opportunity to be heard. 3. That the written comments and analysis of the City staff and the Planning Commission �� were considered. 4. A legal description of the subject property is as follows: Lot 1 Block 1 Opus Ninth Addition NOW 'THEREFORE, BE IT RESOLVED that the application ZN94-4 and COMP94-2 is hereby recommended for approval based on the following Findings of Fact: 1 That a goal in the City of Hopkins Strategic Plan for Economic Development is to review the multi-family zoned and guided property. 2. That a change in the zoning and Comprehensive Plan designation of the subject property will work to provide an overall mixture of residential land use the City 3. That a change in the zoning and Comprehensive Plan designation of the subject property will help to reduce the disproportional amount of multiple family land uses within the City. � RESOLUTION NO RZ94-22 Page 2 ^ 4 That a change in the zoning and Comprehensive Plan designation of the subject property will work to provide a balance of land uses within the City. 5 That a change in the zoning and Comprehensive Plan designation of the subject site will help to provide housing oppoRunities for people in all segments of the life cycle 6. That the subject property is rezoned from R-4 PUD to R-2 7. That the land use designation in the Comprehensive Plan is changed from high density residential to medium density residential. CITY OF HOPKINS Hennepin County, Minnesota � ORDINANCE NO. 94-752 AN ORDINANCE REZONING THE OPUS PROPERTY BE IT ORDAINED by the City Council of the City of Hopkins as follows: That the present zoning classification of R-4 PUD upon the following described premises is hereby repealed and in lieu thereof the said premises are hereby zoned as R-2, Low Density Multiple Family: Lot 1 Block 1 Opus Ninth Addition That the presently existing Hopkins Zoning Map adopted as part of Hopkins Zoning Ordinance is hereby amended and changed in accordance with the above provision.
