Staff recommends the following motion: Move to a�prove Resolution RZ94-18 recommendin� ap�roval of a conditional use �ermit to allow remodelin� of Oak Rid�e Countrv Club. Overview. Oak Ridge County Club is proposing to remodel and redecorate the Clubhouse. A conditional use permit is required because the exterior remodeling is over $150,000. The exterior improvement is the construction of a canopy on the entrance of the clubhouse. In addition to the exterior improvement Oak Ridge Country Club will be redecorating and refinishing the lobby and dining rooms. The remodeling will also accommodate ADA requirements. The project is proposed to start in October and will be completed by April 1, 1995. n Primarv Issues to Consider. o What is the zoning of the property? o What are the specifics of the site plan? The site is zoned R-1-D, Single Family Low Density o What are the specifics of the development? Landscaping The landscaping on Oak Ridge Drive will remain. However, the planting in the area of the new canopy will be removed and relocated in the new island. Additional landscaping is not required as part of this conditional use permit. Parking/Drainage The parking lot will remain the same. The City Engineering Department reviewed the proposed changes and have made the following recommendations regarding the parking lot: o submit parking lot drainage plan o install concrete curb and gutter along the sections adjacent to Oak Ridge Rd. and along south side adjacent to the apartment building. o develop/propose storm runoff mitigating system at southeast corner of parking ^ lot Access The access point on Oak Ridge Road will not change. However the applicant is proposing to construct new concrete curbing around the access points and the northerly access point will be made larger. Exterior The existing clubhouse cunently has an exterior of painted wood siding, this exterior will not change. The new canopy will be constructed of limestone columns, wood facia and an asphalt roof. Setbacks Setbacks will not be ai�ected with the new canopy. Dumpster The trash dumpster will remain in the same location, but a screen wall will be added to match the exterior of the clubhouse. This will be the requirement for all conditional use permits in � the future. CUP94-6 Page 3 Alternatives � 1. Recommend approval of the conditional use permit to construct a new canopy. By recommending approval of the conditional use permit to construct a new canopy, the City Council will consider a recommendation of approval. 2. Recommend denial of the conditional use permit to construct a new canopy. By recommending denial of the conditional use permit to construct a new canopy, the City Council will consider a recommendation of denial. If the Planning Commission chooses this alternative, finding of fact will have to be stated that support this alternative. 3. Continue for further information. If the Planning Commission indicates that further information is needed, the item should be continued. � � � —� CITY OF HOPHINS Hennepin County, Minnesota RESOLUTION NO: RZ94-18 RESOLUTION MAKING FINDINGS OF FACT AND RECOMNIENDING FOR APPROVAL AN APPLICATION FOR A CONDITIONAL USE PERMIT TO REMODEL OAK RIDGE COUNTRY CLUB WHEREAS, an application for a conditional use permit CUP94-6 made by Oak Ridge Country Club to construct a new canopy at 700 Oak Ridge Road is recommended for approval. WHEREAS, the procedural history of the application is as follows: 1. That an application for a conditional use permit CUP94-6 was filed with the City of Hopkins on October 4, 1994. 2. That the Hopkins Planning Commission, pursuant to published and mailed notices, held a public hearing on the application and reviewed such application on October 25, 1994: all "� persons present at the hearing were given an opportunity to be heard. 3. That the written comments and analysis of the City stafF and the Planning Commission were considered. 4. A legal description of the subject property is as follows: Lot Tract C RLS No. 708 East 280 Feet NOW TI�REFORE, BE IT RESOLVED that the application for conditional use permit CUP94-6 is hereby recommended for approval based on the following Findings of Fact: 1. That the applicant meets the requirement for a conditional use permit. 2. That the applicant meets the requirements for a golf course.
