Staff recommends the following motion: Move to approve Resolution RZ93-14 recommendina approval of an amendment to CUP87-28 which will add an addition to the existin mini- storaae facility at 1144 7th Street South Overview. In February 1988 a conditional use permit was granted for the construction of a mini-storage facility at 1144 7th Street South. Attached is the Resolution that was granted for the facility. Steiner Development was the owner of the facility at that time. The facility was sold several. years ago to the applicant. Now the applicant is proposing to revise the original conditional use permit and construct an addition to the � existing mini-storage facility at 1144 7th Street South. The proposed addition is on the south side of the existing site. As part of the site plan the applicant is also proposing to have outside storage for boats and RVs to be parked. The applicant has also applied to re-plat the outlot into two parcels, rezone the lot to I-1 and R-2 . The residentially zoned property is to be sold to the Westbrooke Patio Home Association for construction of a storage facility. The applicant is proposing to add another row of storage buildings to the southerly row of buildings. The doors will face to the south. RV and boat storage are proposed on the south side of the site. The addition will have the same elevation and exterior as the existing buildings. Landscaping The applicant will be required to plant 6 trees. The applicant has been notified of the additional plantings required. Drainaqe The City Engineer has reviewed the drainage plan and found it acceptable. Exterior The addition will have the same block exterior as the buildings on the site. Staff is recommending that the fence on the east one-half of the site is a fence that is used for � screening the mini-storage site. The east side of the abutting site is where the Westbrooke maintenance building will be constructed, but until it is constructed, the residents will have a direct view into the mini-storage. The west side of the site will have a berm for screening. The applicant was notified of the staffs recommendation regarding the screening of the east side of the site. Access Access to the site will remain the same. The additional traffic generated from the addition should be minimal and not create a problem. The existing mini-storage site is a low traffic generator. Watershed District The applicant will have to contact the Watershed District to determine if they have any requirements for the construction of the addition to the mini-storage. surroundinq zoning and uses The following is the surrounding zoning and uses: West - City landfill, zoned I-1 East - small shopping area, zoned B-3 , North - Industrial uses, zoned I-1 � South - Westbrooke Patio Homes, zoned R-2 CUP93-5 Page 3 � � o What is the staff recommendation? The staff is recommending approval of the amendment to the conditional use permit. It appears that both the Westbrooke residents and the mini-storage owners both will benefit from this development. The mini-storage facility has been a quiet neighbor to Westbrooke and will continue in the same manner. Westbrooke will purchase a portion of the property in which to construct a much needed maintenance building. The west side of the 70 foot strip will continue to be a buffer area. o Does the applicants proposal affect the landfill? There are several monitoring wells on the outlot. Both the applicant and Westbrooke will be required to provide the city a license agreement for these monitoring wells. Alternatives. 1. Recommend approval of the amendment to the conditional use permit. By recommending approval of the � conditional use permit, the City Council will consider a recommendation of approval to an amendment to conditional use permit 87-28. 2 . Recommend denial of the amendment to the conditional use permit. WHEREAS, the procedural history of the application is as follows: 1. That an application for a conditional use permit CUP 93-5 was filed with the City of Hopkins on June 29, 1993 . 2. That the Hopkins Planning Commission, pursuant to published and mailed notices, held a public hearing on the application and reviewed such application on June 29, 1993 : all persons present at the hearing were given an opportunity to be heard. � 3 . That the written comments and analysis of the City staff and the Planning Commission were considered. NOW THEREFORE, BE IT RESOLVED that the application for conditional use permit CUP 93-5 is hereby recommended for approval based on the following Findings of Fact: 1. That the proposed additions meet the minimum requirements for the I-1 zoning district. BE IT FURTHER RESOLVED, that application for CUP 93-5 is hereby recommended for approval based on the following conditions: 1. That the slates are placed in the fence on the east 1/2 of Lot l. 2 . That the Watershed District approves the proposed development. 3 . That the applicant provides a license agreement for the monitoring wells on the site. 4 . That the property to the south is re-platted with the mini- -1 storage site. RESOLUTION NO: RZ93-14 Page 2 ^._ 5. That the outlot that is re-platted with the existing site is rezoned to I-1. 6.
