VII.1. Resolution Declaring a Vacancy on the Hopkins City Council; LenzOctober 2, 2018 Council Report 2018-104 RESOLUTION DECLARING A VACANCY ON THE HOPKINS CITY COUNCIL Proposed Action. Staff recommends that the Council approve the following motion: Approve Resolution 2018-077 Declaring a Vacancy on the Hopkins City Council. This action will allow the City Council to move ahead with the appointment of a Council Member to replace the vacant seat left by Council Member Katy Campbell. Overview: City Council Member Katy Campbell was elected to a four-year starting January 2, 2018. Ms. Campbell has resigned from that position effective October 10, 2018. The City Charter requires the City Council shall by resolution declare a vacancy to exist and shall appoint an eligible person to fill the same. Recruitment for a new Council Member will start immediately and close at the end of October. It is anticipated that interviews will occur in November with the appointment following on November 20. The appointed Council Member will be given the oath of office immediately after the appointment. Because there are more than two years remaining in the original term of office, a special election must be held to fill the remaining two years of the term. The special election will be held in conjunction with the regular municipal election on November 5, 2019. Whoever is elected to this two-year term will take office as soon as they receive a certificate of election which will be issued within 10 days of the election. NOW, THEREFORE BE IT RESOLOVED, the City Council of the City of Hopkins hereby declares a vacancy on the City Council. My husband and I have thoroughly enjoyed living in Hopkins, but over the last winter we found that our home no longer fits our needs. Although we looked for a new home in Hopkins, the house we fell in love with is in Plymouth. I would like to sincerely thank the staff and council for their support, hard work, and dedication throughout my tenure on the council. Even when there were disagreements, it has been clear that everyone had the best interests of the city at heart, and we have been able to work through those issues productively and with respect. I am confident that the remaining council and Mayor will chose a person to replace me who will embrace our city’s mission and vision, and they will consider the needs of our full community, including residents, businesses and city staff. I look forward to watching the next few years as Hopkins continues to work toward solutions for more affordable housing, preparing for the extension of light rail, engaging our community thoughtfully and authentically, and making Main Street the most happening place around. I plan to continue to be involved in this community, by shopping at our stores, eating at our restaurants, and gathering with the amazing friends we have made here. After ten years, I have lived in Hopkins longer than anywhere else in my life, and it is truly my home. While I look forward to the next chapter of my life, I know that no place can replicate the magic of Hopkins. Most Sincerely, Katy Campbell
