PARK BOARD MEETING MINUTES
July 23, 2018
A regular meeting of the Hopkins Park Board was held on July 23, 2018.
I. CALL TO ORDER
Caroline Rinker, Park Board Chair called the meeting to order at 6:32 pm.
II. ROLL CALL
Present were Park Board members: Caroline Rinker, Emma Figgins, Kyle Kaczmarek, Laura Santiago
and Mohamed Warsame. Also present was Steve Stadler, PW Director/Park Board City staff liaison.
III. APPROVAL OF MINUTES
Minutes for the Mav 21, 2018 Park Board Meeting:
Kyle Kaczmarek made a motion to approve the minutes, seconded by Laura Santiago. The motion
passed with a 5-0 vote.
IV. BUSINESS
A. Park Board Action Items & Updates — Stadler provided the followin�pdates:
Burnes Park Improvements — Punch list items are being worked through. Contractor is
having difficulty getting his sub-contractors to respond to the small amount of remaining
work. Park is consistently busy, including the play court, play equipment and splash pad.
2018 Hopkins Pavilion Upgrade/Central Park warmin� house — construction is underway,
and progressing on schedule. Schedule is for construction completion and ice skating on the
new indoor rink by Sept 10, 2018.
Elmo Park Park Vallev Play�round, Central Park Pickleball courts — the play equipment has
been installed and site restoration work is all that remains. The contractor hired for the sport
court upgrade, Tennis-West (Finley Bros., Inc.) cannot be reached after numerous attempts.
The sport court upgrade will not be done this year. The Pickleball court construction is
underway, the color coatings will be installed next week. Completion is anticipated in mid-
August.
Oakes Park Cricket field up 7r�ade —The Park Board continues to gather relevant information
and consider the possibility of Cricket field development at Oakes Park and its impact on the
park and its users. This year has been quiet when it comes to Cricket play in our parks. The
Park Board would like to try to determine if there is interest in the city, maybe via a Survey
Monkey question or two. For the past few years we had a group renting Oakes Park field for
Cricket but not this year and Stadler's been unable to contact them. Any Oakes Park changes
will be on hold until the Board is able to gauge what level of interest there is in playing
Cricket at a City park.

B. Central Park planning/fundin�+ planning for 2020 projects, includin� Downtown Park Rehab,
Shady Oak Beach picnic shelter, Valle�k picnic shelters
Stadler reported that he is taking planning steps in preparation for the 2020 projects, including
discussions/meetings with a landscape architect for powntown Park and a local architect for the Shady
Oak Beach shelter design. He reported that he's considering using the Oakes Park new picnic shelter
design for the two shelters at Valley Park. They would then be architecturally compatible with the
rehabbed Valley Park warming house and the cost of the Oakes Park shelter, built in 2016, was
reasonable at just over $40,000. The Board reviewed the condition/appearance of the current shelters
and data showing the number of 2017 picnic shelter reservations at each park. There will be further
information presented at the August andJor September meetings.
C. Hopkins Cold Stora�ie Redevelopment
Stadler provided a handout showing the basic elements of the redevelopment and a concept plan for
the site, which will include a public space incorporating the Minnehaha Creek shoreline and the
planned storm water treatment/ponding facility. We are in the early stages of discussions with the
developer, Kraus-Anderson. It is anticipated that the Park Dedication revenue, conservatively
estimated at $750,000 in the Park Improvement Fund Working Capital report, would be in 2019.
Other topics of interest
Kyle Kaczmarek requested that the Board relook at the park assignments. He provided a handout
which assigns parks in geographical groups. The Board agreed to the proposed groupings — the new
assignxnents are shown in the park area assignment report below.

picnic table that needs work at Maetzold Field.

V. NEXT SCHEDULED MEETING:
The next regular Park Board Meeting is 6:30 pm on Monday, August 27, 2018. Caroline Rinker
mentioned that she would not be able to attend the August meeting.
