SEPTEMBER 18, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council
was held on Tuesday, September 18, 2018 at 7:01 p.m. in the Council Chambers at City
Hall, 1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson, Finance
Director Bishop, City Clerk Domeier, Director of Planning and Development Elverum,
Assistant City Manager Lenz, City Attorney Riggs and Public Works Director Stadler.
ADOPT AGENDA
Mayor Cummings discussed the two proposed changes to the Agenda. Consent
Agenda item 3 approving the Minutes of the September 11, 2018 City Council Work
Session has a modification. Under the Updates section, it should read "Council Member
Gadd discussed the Metro Cities Transportation Committee presentation on Metro
Council transit budget process. Consent Agenda item 9 approving the 2019 City Council
Meeting Schedule has a couple of changes.
•The City Council Meeting listed for Tuesday, November 19, 2019 will be held on
Monday, November 18, 2019 in the City Council Chambers beginning at 7 p.m.
•The Planning Commission Regular Meeting will be held on Tuesday, December 17,
2019 in the Raspberry Room at City Hall beginning at 6:30 p.m.
Motion by Campbell. Second by Kuznia.
Motion to Adopt Agenda with proposed amendments.

NEW BUSINESS
VITA. First Reading of Ordinances Deleting and Replacing Sections 701 and 702 of
the Hopkins City Code
Finance Director Bishop gave an overview of Franchise Fees, explaining what the fees
are and how they are used. Mr. Bishop discussed the proposed increase and what it
could fund. Mr. Bishop explained that Franchise Fees are collected from all users
including schools, governments, churches and nonprofit organizations. The proposed
increase for residential users is $2.60 a month with different users paying different
amounts. The second reading would be scheduled for October 2 with the increase
becoming effective January 1, 2019.
Mayor Cummings asked about Franchise Fee comparison to surrounding cities and
legislative changes. Mr. Bishop explained how Hopkins compares to comparable cities
and discussed the components to new laws. There was discussion that Franchise Fees
are more equitable since they are applied to all users.
Motion by Gadd. Second by Halverson.
Motion to approve ordinances 2018-1035 and 2018-1036 for first reading.
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
V11.2. Approve Proposed 2019 Levy, Proposed 2019 General Fund Budget and Set
Budget Meeting Date
Finance Director Bishop gave an overview of the preliminary levy and budgets. Mr.
Bishop discussed the truth in taxation process commenting that the resolutions would
set the maximum levy that could not be raised once set but could be lowered. Mr.
Bishop gave an overview of the 2019 proposed General Fund expenditures, revenue
and levy. Mr. Bishop discussed the debt levy that pays the 2018 debt service
requirements for the street improvement projects and equipment certificates. Mr. Bishop
discussed what the proposed increase would be for a home valued at $236,500. Mr.
Bishop explained that the next steps of the proposed budget and levy include a public
meeting on December 4 with final certification due to Hennepin County by the end of
December.
Council Member Gadd asked about the levy increase. Mr. Bishop explained the reason
for the fluctuations in the levy amounts in different years. Mayor Cummings asked for an
explanation of the overall budget process. Mr. Bishop discussed the budget process
that begins in January with discussions at two City Council Work Sessions. Mayor

Cummings commented that once the proposed maximum levy is set it cannot increase
but it can be reduced.
Motion by Kuznia. Second by Gadd.
Motion to adopt Resolution 2018- 078 "Approving proposed 2019 tax levy, debt
service levies at levels under those required in bond covenants, proposed
general fund budget, and setting budget meeting dates".
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
VI1.3. Approve Proposed 2019 HRA/EDA Tax Levy
Finance Director Bishop discussed the proposed HRA/EDA tax levy and explained that
the levy must be adopted and submitted to Hennepin County by September 30. Mr.
Bishop explained that staff is proposing to set the HRA/EDA levy at the maximum
allowed. The levy amount cannot be increased by it can be reduced.
Motion by Halverson. Second by Campbell.
Motion to approve Resolution 2018- 079 Approving proposed 2019 HRA tax
levy.
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.

ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Campbell, second by Kuznia, the meeting was unanimously adjourned at 7:28 p.m.
