CR 05-007 Site Plan Review - Mini Storage CITY Or: ~ December 29, 2004 HOPKINS Council Report 05-007 SITE PLAN REVIEW - MINI STORAGE Proposed Action. Staff recommends the following motion: Move to adopt Resolution 05-004, approving a site plan review to construct a mini storage at 11001 Excelsior Boulevard. At the Zoning and Planning meeting, Mr. Aamess moved and Mr. Kjos seconded a motion to adopt Resolution RZ04-41, recommending approval of a site plan review to construct a mini storage at 11001 Excelsior Boulevard. The motion was approved unanimously Overview. The applicant Warburg StorageMart Partners LP, is proposing to remodel part of the existing NAPCO building and construct nine new storage buildings to the south of the existing building. In addition to the storage buildings there will be space for outside storage for boats and RVs. The existing NAPCO building is 125,133 square feet. NAPCO will remain in 63,560 square feet on the west side of the building. The mini storage area will use the remaining 61,573 square feet for an indoor storage facility. Seven of the nine garage-type buildings will be located on the east side of the storage area and two will be near the proposed ponding area. Primary Issues to Consider. . What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? The subject property is zoned I-I, Industrial. The Comprehensive Plan has designated the site as Industrial. The proposed use complies with both documents. . What are the specifics of the new addition? Exterior The new storage buildings will be constructed of steel. The exterior will be earth tone with forest green doors. The existing building exterior will remain with minor alterations. Landscaping The site it required to have 55 trees. The landscape plan indicates 55 trees of the required size and an additional 63 shrubs. The majority of the trees will be located along the trail in the rear of the site. There will also be a new landscaped area on the east side of the building; this area is currently a bituminous strip. There is an existing small strip of green space along Excelsior Boulevard. Parking The storage facility is required to have 63 spaces. There will be 61 parking spaces in front of the building for the mini storage use. In addition to the parking in front of the building a renter will be able to park in front of the rented space. Parking for the NAPCO employees will be located behind the building on the west side. NAPCO is required to have 36 parking spaces; they will have 52. Engineering/Public Works A stormwater pond will be located on the southwest side of the site. Any approvals will be contingent on the City Engineer approving the plans. Fire Marshal The Fire Marshal has reviewed the preliminary plans and found them acceptable. Access The existing access to the site is from Excelsior Boulevard on the west side of the building. This access will remain. Access to the rear area will be either through the building or from . CR05-007 Page 3 the western drive aisle to the security gate. The westerly drive aisle is a shared access with the property to the west. The NAPCO lot will be fenced separately and have its own access gate. Access to the NAPCO parking area will be from the westerly shared access drive. Setbacks The new buildings require a 20- foot setback. The buildings will have more than a 20- foot setback. Watershed District The site plan indicates a pond on the south side of the site. This pond will be fenced both from the trail and the storage area. Any approvals will be contingent on watershed district approval. Surrounding uses The site is surrounded by the HCRRA trail to the south, industrial uses to the east and west and City property to the north. · What was the discussion at the Zoning and Planning meeting? Ms. Anderson reviewed the proposed mini storage area with the Commission. Joe Samuel of RLK, representing the applicant, appeared before the Commission. Mr. Samuel reviewed the site plan with the Commission. The Commission discussed the access points, hours of operation, and fencing. No one appeared at the public hearing regarding this item. Alternatives. 1. Approve the site plan review to construct a mini storage. By approving the site plan review to construct a mini storage, the applicant will be able to construct the mini-storage as approved. 2. Deny the site plan review to construct a mini storage. By denying the mini storage site plan review, the applicant will not be able to construct the mini storage as proposed. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information.
