Adopting the National Incident Management System (NIMS) for Hopkins
Proposed Action
Staff recommends approval of the following motion: Move to adoot Resolution No
2005-0059 adootina the National Incident Manaaement Svstem for oreoarina and
resoondina to disaster incidents.
With this adoption we will officially be using NIMS and put us in compliance with
Federal recommendations.
Overview
NIMS establishes a single, comprehensive approach to domestic incident
management to ensure that all levels of government across the Nation have the
capability to work efficiently and effectively together using a national approach to
domestic incident management. It provides for interoperability and compatibility
among Federal, State and local capabilities and includes a core set of concepts,
principles, terminology and technologies covering the incident command system,
unified command, training, management of resources and reporting
The Hopkins Fire Department has used an incident management system for
many years that is very similar to NIMS. Adopting this program has little effect
on how the Fire Department does business. It does however require other City
Departments to use this system as well.
Primarv Issues to Consider
, Are their any disadvantages in adopting NIMS? No. It is a step forward
for Hopkins, even if it wasn't recommended by the Federal Government.
'How will we comply with this resolution? The Fire Department can provide
information and training for other City Departments.
'What happens if we don't adopt NIMS? We would not be in compliance
with Federal guidelines and could loose future funding.

Adopting the National Incident Management System (NIMS)
WHEREAS, Homeland Security Presidential Directive / HSPD-5, 28 Feb 2003
established the National Incident Management System (NIMS); and
WHEREAS, the NIMS establishes a single, comprehensive approach to domestic
incident management to ensure that all levels of government across the Nation have the
capability to work efficiently and effectively together using a national approach to
domestic incident management; and
WHEREAS, the NIMS provides a consistent nationwide approach for Federal,
State, and local governments to work together to prepare for and respond to, and recover
from domestic incidents regardless of the cause, size or complexity; and
WHEREAS, the NIMS provides for interoperability and compatibility among
Federal, State and local capabilities and includes a core set of concepts, principles,
terminology and technologies covering the incident command system, unified command,
training, management of resources and reporting; and
WHEREAS, beginning October 1, 2005 all Federal departments and agencies
shall make adoption of the NIMS a requirement, to the extent provided by law, for
providing Federal preparedness assistance through grants, contracts or other activities to
local govemments;
NOW THEREFORE, Be it resolved that the City of Hopkins hereby adopts the
National Incident Management System (NIMS) as its system of preparing for and
responding to disaster incidents.
