CR 05-096 Tax Forfeiture Property July 19,2005 ~ Council Report 2005-096 TAX FORFEITURE PROPERTY Proposed Action Staff recommends that the Council approve the following motion: Move aooroval of Resolution No. 2005- 061 "Releasing Tax Forfeiture Property and Recommending Private Sale bv County to Adiacent Prooerty Owners." Overview. The County has notified the City of two pieces of property which are available for acquisition by the City because of tax forfeiture. These properties, PID# 25-117-22-23-0054 and 25-117-22-23-0055 would not be useful to the City because they are irregular shaped lots and unbuildable as they do not meet the minimum lot size for the zoning district in which they are located. Staff recommends that the City release these properties so it can be sold to adjacent property owners. Primarv Issues to Consider. . Should the City release the property? As mentioned above, the described parcels could not be used for any public purpose and should therefore be released. By taking this action, the properties may eventually be added to the surrounding properties and therefore become taxable property. Supporting Information. . Proposed Resolution 2005-061 . Genellie sistant City Manager Financial Impact: $ Budgeted: Y/N Related Documents (CIP, ERP, etc.): Notes: Source: CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 2005-061 RESOLUTION RELEASING TAX FORFEITURE PROPERTY AND RECOMMENDING PRN ATE SALE BY COUNTY TO ADJACENT PROPERTY OWNERS WHEREAS, Hennepin County has notified the City of Hopkins of certain real estate described under Pill Nos. 25-117-22-23-0054 and 25-117-22-23-0055 which are located within the City and which have been forfeited to the State of Minnesota for non-payment of real estate property taxes; and WHEREAS, the City has determined that the parcels described would be of no benefit to the City for public purposes; and WHEREAS, the parcels have been determined to be non-conservation land as provided for in Minnesota Statutes 282.01, WHEREAS, Pill No. 25-117-22-23-0054 is approximately 3,600 square feet which does not meet the required minimum buildable lot size, WHEREAS, Pill No. 25-117-22-23-0055 is approximately 2.400 square feet which does not meet the required minimum buildable lot size, NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of Hopkins: That the City hereby releases the parcels from Hennepin County described under Pill Nos. 25-117-22-23-0054 and 25-117-22-23-0055, and That the City hereby recommends that the parcels be made available for private sale by the County to adjacent property owners.
