CR 05-032 Dog Licenses February 24,2005 Council Report 2005-032 Adopt Ordinance 2005-945, Amending Sections 925 and 940 Of the Hopkins City Code Proposed Action Staff recommends adoption of the following motion: Move to adopt Ordinance 2005- 945. Amendinq Sections 925 and 940 of the Hopkins City Code for first readinq. Overview Staff recently amended a portion of the City Code that relates to dog licensing. After that amendment, it was brought to our attention that there are a few housekeeping items that are still needed in the dog and animal sections of the code. The changes that are being made to Section 925 more accurately reflect the way that staff is issuing dog licenses. The changes will bring the procedures into compliance with the ordinance. The process that is being used is more customer service oriented than the procedure that is currently outlined in the ordinance. The change being made to Section 940 will allow the residents of Hopkins to keep ferrets legally. Primary Issues to Consider This are housekeeping changes Supportina Documents . Section 925.07 and 925.09 are amended as follows: 925.07. License expiration. Section 925.09 is amended as follows: 925.09. Applications. Subdivision 1. Annual Licenses. Applications for dog licenses may be made during tho 30 d::lY poriod prior to tho aommonaomont of tho liaonGing YO::lr ::lnd thoro::lftor at any time during &tJGA. the year, and must be made 0) not later than 30 days from January 1 st of every 'lear, (ii-) aRG-not later than 30 days from the date of the acquisition of a dog, and (im not later than 30 days from the date of the moving of a dog into the city. A separate application must be made for each dog. The application shall state, among other things, the date that the dog first arrived in the city, the dog's color, name and breed, the name and address of the dog's owner, current vaccination number, and such other information as may from time to time be required by the clerk. Subd. 2. Two or Three Year Licenses. Owners whose dog or dogs have received rabies vaccinations which are effective for more than one year may apply for a two year or three year license, depending on the type of rabies vaccination. When making application for a multi-year license, the owner must submit all the information required for an annual license as well as documentation indicating that the dog has received a rabies vaccination which .is effective through Doaombor 31 of tho YO::lr tho liaonGo oxpiroG the license period. These licenses may only be issued for dogs that have been spayed or neutered. Section 940.02, Subdivision 2, g. is amended as follows: 940.02. Prohibited Animals. No person shall keep, maintain or harbor within the City of Hopkins any of the following animals: Subd. 1. Any animal or species prohibited by Minnesota or Federal law. Subd. 2. Any non-domesticated animal or species, including but not limited to the following: a) Any skunk, whether captured in the wild, domestically raised, descented or not descented, vaccinated against rabies or not vaccinated against rabies. b) Any large cat of the family Felidae such as lions, tigers, jaguars, leopards, cougars and ocelots, except commonly accepted domesticated house cats. c) Any member of the family Canidae, such as, wolves, foxes, coyotes, dingos and jackals, except domesticated dogs. d) Any crossbreed such as the crossbreeds between dogs and coyotes or dogs and wolves but does not include crossbred domesticated animals. e) Any poisonous pit viper such as a rattlesnake, coral snake, water moccasin or cobra. f) Any raccoon. g) Any ferret h) Any other animal which is not listed explicitly above, but which can be reasonably defined by the terms in Section 940.01 of this ordinance, including bears and badgers.
