Approving the purchase of a new fire department pumper and equipment
Proposed Action
Staff recommends approval of the following motion: Move to adopt Resolution No
2005-024 2005-033 approvinq the purchase of a new fire department pumper and
equipment.
This will allow the Fire Department to purchase a replacement for Engine 3.
Overview
Engine 3 was purchased in 1982 and has seen 23 years of service with the fire
department. The truck was built by Luverne Fire Apparatus and was designed for
a 20 year service life. Engine 3 and the equipment on the truck is no longer
serviceable as a primary response unit.
Primary Issues to Consider
*Is this purchase a benefit to the citizens of Hopkins? Yes. It will help the fire
department respond to emergencies in a safe and timely manor.
*Is this price reasonable? Yes. This Truck is designed to last for 25 years
using the latest technology and materials to ensure an extended service life
for the fire department. The equipment to be carried on the truck will be
provided by the bidder as part of the overall bid price as follows:
Truck $382,800.00,
Equipment $19,455.80,
Total Bid $402,55.80.

Approving the purchase of a new fire department pumper and equipment
WHEREAS, the City of Hopkins Fire Department has requested bids for a new
fire pumper to replace engine 3; and
WHEREAS, Custom Fire Apparatus
has submitted a bid that meets all specifications; and
WHEREAS, the City of Hopkins believes the effectiveness of the fire department
will be improved by purchasing this equipment;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of
Hopkins, Minnesota, that we accept the Custom Fire Apparatus bid of $422,245.80 and
approve ordering the truck.
Adopted by the City Council of the City of Hopkins this 15th day of March, 2005.

The following Proposal Specifications are in accordance with your advertised specifications, for the piece of
apparatus as follows:
Fire Truck, triple combination pumper, 2000 gallon per minute, hosebody, booster tank, and all other
appurtenances in accordance with the following:
GENERAL REQUIREMENTS

Minor details of construction and materials where not otherwise specified are left to the discretion of Custom
Fire Apparatus, Inc. who shall be solely responsible for the design and construction of all features,
The apparatus being furnished under these specifications shall conform to the requirements specific to pumper
fire apparatus NFPA Booklet 1901 version 2003. Any test equipment required or expense incurred for the
Certification Tests shall be borne by CustomFIRE,
RELIABILITY OF CONTRACTOR: Please refer to the provided Company literature and reference lists as
evidence that CustomFIRE has the ability to design, engineer, and construct the apparatus specified. Our
factory is located in Osceola, Wisconsin - where the apparatus is to be manufactured and tested, The apparatus
design is an "original" generated by CustomFIRE.
DESIGN: The design of the equipment shall be in accordance with the best engineering practices. The
equipment design and accessory installation shall permit accessibility for use, maintenance, and service, All
components and assemblies shall be free of hazardous protrusions, sharp edges, cracks or other elements which
might cause injury to personnel Or equipment. NOTE: Where "nibbled" or non-continuous cutting methods
are used to machine the body material, all edges shall be reworked/machine smoothed for injury prevention
and appearance reasons.
