CR 05-039 Approve Final Plans Street Improvements CITY OF March ]5,2005 m Council Report 2005-039 HOPKINS APPROVE FINAL PLANS AND ORDER BIDS 2005 STREET AND UTILITY IMPROVEMENTS CITY PROJECT 04-10, 04-11 Pro Dosed Action Staff recommends the following motion: "Move that Council adopt Resolution 2005-027. Resolution Approving Plans and Specifications, 2005 Street and Utility Improvements - City Proiect 04-10. Lot 800 Improvements - City Proiect 04-1 L and Authorizing Advertisement for Bids." This action continues an assessable project for street upgrading. Overview At the January 18, 2005, meeting, the Hopkins City Council conducted a public hearing concerning street and utility improvements on Madison Avenue North, Madison Circle North and South, Jackson Avenue North, Sunnyside Lane, Van Buren Avenue and Shadyside Circle. Council authorized the project to proceed allowing the preparation of plans and specifications. At the September 16, 2004 meeting, the Hopkins City Council authorized SEH Inc. to prepare plans and .pecifications for the reconstruction of Parking Lot 800. In order to minimize construction costs, staff is proposing to combine these two projects into a single construction contract to be awarded to a single contractor. The plans are substantially complete and staff now seeks final design approval and authorization to continue to the bidding phase of the project. Primarv Issues to Consider . Scope of Improvements . Scope of Improvements Roadways The street improvements include full depth milling of the existing pavement, some curb and gutter, and concrete driveway aprons where curb is removed. The existing soil below the pavement will be excavated to allow for placement of 6 inches of base material below the new pavement. The base material will consist of the millings from the existing pavement and Class 5 aggregate material. The asphalt section includes a 2 inch base course and I Yz inch wear course. New concrete driveway and alley aprons will be constructed where removed. The elevation of the reconstructed road will closely match the existing elevation with the exception of two areas. Monroe Place will be lowered to improve drainage conditions. Currently, there are driveways that are lower than the street, allowing for drainage to migrate from the street to private property. Weare proposing to lower the street approximately one foot to substantially correct this problem. The second grade change is at Madison Avenue North from Monroe Avenue North to Madison Circle. The current grade is steep enough to make climbing the hill very difficult in winter. Weare flattening the grade to improve the situation. Improvements will also be made to the intersection of Sunnyside Lane and Van Buren Avenue North to eliminate the drop off in the northwest quadrant. The contractor will be required to maintain access to all residences during construction. Utilities Storm sewer upgrades include the installation of storm catch basins on Madison Circle and Monroe Avenue North, Flared end section replacements where needed, and riprap placement as required. Watermain improvements include a voluntary water service replacement program. The City will replace water services in conjunction with this project for those property owners that have requested it. The City will cover 1/3 of the cost with the homeowner paying the remaining 2/3 through their special assessments. Petition and Waiver forms have been received from 49 homeowners. A listing of these addresses is attached. Improvements to the sanitary sewer will include reconstruction of the manhole tops and several spot repairs as indicated in the sewer televising completed this year. Lot 800 Improvements This parking lot will be reconstructed with new asphalt, concrete curb & gutter, and striping. The features of the reconstructed lot include a trail head entrance with handicap stall at the north end, a 20' x 20' landscaped area, storm water treatment structure, and brick pavers at the intersection of I st Street North and Council Report 2004-22 Page 3 loth Avenue North extending along both loth Avenue and 1st Street. An alternate bid for concrete only along 1st Street North is included. Additionally, lighting improvements include adding a second luminaire will be added to the City owned poles along 1st Street by City crews, and a 12 foot arm extension and light will be added by Xcel Energy. A new screening fence will also be added along the west side of the lot and an additional landscaped area near the regional trail as a buffer. The displaced users of this lot will be issued permits for unlimited parking in Lot 700 and the parking ramp. . Change in Implementation of Assessment Policy As discussed at the March 8, 2005 City Council Work Session, we will be applying the assessment cap to the properties with the Regency PUD area. This has a net effect of reducing the total resources acquired through assessments by approximately $19,000. These changes will be reflected in the Final Assessment Role. . Estimated Costs and Funding The total project cost of the 2005 Street Improvements based on the engineer's estimate is approximately $1,225,000. The project cost was estimated to be $1,161,058 in the feasibility study. This includes overhead (engineering/administration) costs at 25% and a 10% contingency. This estimated project cost is approximately $64,000 (5.5%) more than the feasibility study. The total project cost of the Lot 800 Improvements based on the engineer's estimate is approximately $203,000. The total project cost in the feasibility stage was $200,000 and the CIP budget is $250,000. The project will be funded through a number of sources utility funds, special assessments, and PIR. Such plans and specification, a copy of which are attached hereto and made a part hereof; and hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published three times, at least three weeks before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10:00 a.m., on the 1ih day of April, 2005, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and city engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids and award of contract at the regular City Council meeting of May 17, 2004, in the Council Chambers.
