Memo - 2nd Reading Ordinance 2005-945 CITY OF HOPKINS MEMORANDUM From: Hopkins City Council Terry Obermaier To: Date: March 11,2005 Subject: Second Reading of Ordinance 2005-945 Staff recommends that the Council approve the following motion: Move that the Hopkins City Council approve Ordinance 2005-945 for second reading and order publication. This is the second reading of an ordinance that amends Section 925 in regards to dog licenses and Section 940 as it concerns domesticated ferrets. The ordinance has not changed since the first reading. A copy of the ordinance is attached. CITY OF HOPKINS Hennepin County, Minnesota ORDINANCE 2005-945 AN ORDINANCE AMENDING SECTION 925 AND 940 OF THE HOPKINS CITY CODE The City Council of the City of Hopkins does hereby ordain as follows: Section 1. Section 925.07 and 925.09 are amended as follows: 925.07. License expiration. Dog licenses expire on December d1st ef tho year in whieh issues elesei3t for multiple year dog licenses on the same date that the rabies vaccination expires. Section 2. Section 925.09 is amended as follows: 925.09. Applications. Subdivision 1. Annual Licenses. Applications for dog licenses may be made during the dO day J3erieel i3rier to the commencement ef the licensing year ana thereafter at any time during 5tIffi the year, and must be made (i) not later than dO days from January 1 st ef every year, (if) afffi-not later than 30 days from the date of the acquisition of a dog, and (ii+) not later than 30 days from the date of the moving of a dog into the city. A separate application must be made for each dog. The application shall state, among other things, the date that the dog first arrived in the city, the dog's color, name and breed, the name and address of the dog's owner, current vaccination number, and such other information as may from time to time be required by the clerk. Subd. 2. Two or Three Year Licenses. Owners whose dog or dogs have received rabies vaccinations which are effective for more than one year may apply for a two year or three year license, depending on the type of rabies vaccination. When making application for a multi-year license, the owner must submit all the information required for an annual license as well as documentation indicating that the dog has received a rabies vaccination which is effective through DeeeR'lBer e1 of the year the liconse expires the license period. These licenses may' only be issued for dogs that have been spayed or neutered. Section 940.02, Subdivision 2, g. is amended as follows: 940.02. Prohibited Animals. No person shall keep, maintain or harbor within the City of Hopkins any of the following animals: Subd. 1. Any animal or species prohibited by Minnesota or Federal law. Subd. 2. Any non-domesticated animal or species, including but not limited to the following: a) Any skunk, whether captured in the wild, domestically raised, descented or not descented, vaccinated against rabies or not vaccinated against rabies. b) Any large cat of the family Felidae such as lions, tigers, jaguars, leopards, cougars and ocelots, except commonly accepted domesticated house cats. c) Any member of the family Canidae, such as, wolves, foxes, coyotes, dingos and jackals, except domesticated dogs. d) Any crossbreed such as the crossbreeds between dogs and coyotes or dogs and wolves but does not include crossbred domesticated animals. e) Any poisonous pit viper such as a rattlesnake, coral snake, water moccasin or cobra. f) Any raccoon. g) ^ny forret h) Any other animal which is not listed explicitly above, but which can be reasonably defined by the terms in Section 940.01 of this ordinance, including bears and badgers.
