SUBJECT: Resolution Supporting Community Development Block Grant (CDBG)

Staff recommends adoption of the following motion: Approve Resolution 2005-023
requesting that the State of Minnesota representatives in Congress do not support any
legislation reducing or eliminating CDBG funding.
President Bush's 2006 budget proposes the elimination of the CDBG program. CDBG
funds are the primary source of funding for the City's housing rehabilitation loan and
grant program and support many other important projects and services for Hopkins
residents.

RESOLUTION 2005-023
REQUESTING THAT STATE OF MINNESOTA REPRESENTATIVES IN
CONGRESS DO NOT SUPPORT ANY LEGISLATION REDUCING OR
ELIMINATING CDBG FUNDING
WHEREAS, Congress approved legislation in 1974 implementing the Community
Development Block Grant (CDBG) Program;
WHEREAS, funds from the CDBG Program have been used by various governmental enti-
ties, nonprofit organizations, and other eligible groups;
WHEREAS, the City of Hopkins, since 1975, has utilized funding from this program for a
variety of programs important to the community, including housing rehabilitation loan/grant pro-
gram, public housing modernization, funding of a family resource center, etc.; and
WHEREAS, there is presently a proposal to eliminate the CDBG Program from the federal
budget.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hopkins,
Minnesota, hereby requests that the state of Minnesota representatives in Congress do not sup-
port any legislation that would result in a reduction or elimination of CDBG funding.
