Downtown Refuse Container Change-out Program
Staff would like to begin a program to replace the Downtown metal refuse containers
with a new high-density plastic container manufactured by Toter, Inc. These containers
are being used successfully in downtown St. Paul. The advantages of the new
containers would be:
. Ability to empty containers with the automated refuse truck. This will save
almost 4 manhours/week. Th.e current containers must be emptied manually
with a 2-person crew working 3 hours each Thursday morning. A single
employee in the refuse truck working 2-3 hours each Friday morning could empty
the new containers.
. Reduce the possibility of worker back strain/injury
. The new containers will not corrode. The current metal containers require
periodic rust removal and repainting.
. The proposed containers are 60-gallon size - about twice the size of the current
containers.
. The cost of the Toter containers is $420 each including shipping, taxes and a 4-
color, 12"x12" city logo, mold-on graphic. In 1991, the City paid $450 each for
the existing metal containers.
Currently, there are a total of 54 refuse containers in the downtown area. There are 33
metal containers and 21 concrete containers. Staff proposes a 2-year replacement
program (2006-2007), which would cost about $10,000/year and be funded from the
refuse fund.
Staff would like to discuss the program with City Council and determine if there is
Council support for it.
