CR 05-069 New Precinct May 11, 2005 Council Report 2005-069 Adopt Resolution 2005-46, Creating a New Precinct and Polling Place Proposed Action Staff recommends adoption of the following motion: Move to adopt Resolution 2005- 046, approving polling place boundary change and new precinct. Overview St. Therese has wanted the City to put a polling place in their facility for some time. The facility was used for one election. At that election there were problems with gaining entrance to the polling place. Staff feels that those problems have been solved. Primarv Issues to Consider . What was the issue with using St Therese as a Polling Place The City used St. Therese one year in an emergency situation when Greenfield Apartments notified the City that they would no longer be a polling place. St. Therese felt that they could not suspend the security locks on the entrance doors for the day. The person from their facility, who monitored the doors, could not see the doors. Judges had to be posted in the entrance area, with a key, to let the voters into the facility. The entry way was not heated thoroughly. It was uncomfortable for the Judges. . How has that changed The new facility that was added onto the original portion of the building is set up differently than the original. The person who monitors the doors has a view of the doors. Either a St. Therese Staff person would allow entrance or the security would be suspended for the day. City staff would prefer that security be suspended, but have determined that having a St. Therese staff person monitoring the door would work. . How will the change effect the District The current precinct six is the largest precinct in the City with 1683 registered voters in 2004. Staff contacted Todd Bleess in the Secretary of State's office with the proposed boundary changes. Mr. Bleess stated that the proposed precinct seven would have just over 900 registered voters. Precinct six would have just over 1000. This means that if the current precinct six were left unchanged, the total number of registered voters in that precinct would be over 1900. That number is a bit higher that it should be. Precinct one has approximately 1600 registered voters; the other precincts have approximately 1200 registered voters. Alternatives 1. Adopt Resolution 2005-046, making changes to precinct boundary lines 2. Delay action for more information 3. Move to deny changes to the precinct boundaries Staff recommends Alternative one. CITY OF HOPKINS HENNEPIN COUNTY , MINNESOTA RESOLUTION 2005- 046 RESOLUTION CREATING A NEW PRECINCT AND POLLING PLACE WHEREAS, St. Therese Southwest has requested that a polling place be established in their facility, and; WHEREAS, The current precinct six is the largest and has over 1,900 registered voters, and; WHEREAS, The number of voters would be better served if the precinct were divided into two precincts; NOW, THEREFORE BE IT RESOLVED, Precinct number seven is to be created as follows: Starting at Smetana Road and 11 th Avenue South, north, following the Congressional District line to Excelsior Boulevard, west to the City Boundary line, south, following the City Boundary line to Smetana Road, east following Smetana Road to 11th Avenue South. BE IT ALSO RESOLVED, that the polling place for said precinct shall be St. Therese Southwest, located at 901 Feltl Court. Adopted by the City Council of the City of Hopkins this 17 day of May,2005.
