2005 Miscellaneous Special Assessments
Proposed Action.
Staff recommends adoption of the following motion: Move that Council adopt Resolution 2005-079.
Resolution for Hearing on Proposed Miscellaneous Assessments.
Overview.
Each year the City Council considers assessing delinquent utility bills, delinquent invoices, and
delinquent citations. Each property owner has received a minimum of two invoices, which have not
been paid, and thus they have been included with this assessment roll.
A provisional assessment roll has been calculated and staff recommends setting an assessment hearing.
Notices of the public hearing will be mailed out to each ofthe affected property owners in addition to
placing notice publication in the local newspaper.

RESOLUTION NO: 2005-079
RESOLUTION FOR HEARING ON PROPOSED ASSESSMENTS
2005 MISCELLANEOUS SPECIAL ASSESSMENTS
WHEREAS, the Special Assessment Clerk, has prepared an assessment roll for 2005
Miscellaneous Special Assessments, and
WHEREAS, the city clerk has notified the Council that such proposed assessments have been
completed and filed in her office for public inspection,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HOPKINS, MINNESOTA:
1. A hearing shall be held on the 4th day of October, 2005, at the City Hall at 7:30 P.M. to
pass upon such proposed assessments and at such times and place all persons owning
property affected by such improvements will be given an opportunity to be heard with
reference to such assessment.
2. The City Clerk is hereby directed to C\luse a notice of hearing on the proposed assessments
to be published in the official newspaper at least two weeks prior to the hearing and to mail
notices to the owners of all property affected by said assessments.
3. The notice of hearing shall state the date, time and place of hearing, the general nature of
the improvements, the area to be assessed, the total cost of each of such improvements, and
that the proposed assessment roll is on file with the clerk and that written or oral objections
will be considered.
4. Miscellaneous Assessments shall be due and payable in full in 1 year and shall bear interest
at the rate of 7 percent per ammm from the date of the adoption of the resolution.
5. The owner of any property so assessed may, at any time prior to certification of the
assessment to the county auditor, pay the whole of the assessment on such property, with
interest accrued to the date of payment, to the Special Assessment Clerk, except that no
interest shall be charged if the entire assessment is paid within 30 days from the adoption of
the assessment. The property owner may at any time thereafter and prior to November 30,
2005 pay to the Special Assessment Cl~rk, the entire amount of the assessment remaining
unpaid, with interest accrued from October 4, 2005 to the date in which such payment is
made. Such payment must be made prior to November 30, 2005 or interest will be charged
through December 31 of the succeeding year.
