CR 05-121 Site Plan 1010 Mainstreet c\1'y OF - NOPKINS Council Report 05-121 August 31, 2005 SITE PLAN REVIEW -1010 MAlNSTREET Prouosed Action. Staff recommends the following motion: Move to adopt Resolution 05-80. for site plan approval to construct a building at 10 10 Mainstreet. At the Zoning and Planning meeting Mr. Paul moved and Mr. Aamess seconded a motion to adopt Resolution RZ05-27, recommending site plan approval to construct a building at 1010 Mainstreet. The motion was approved unanimously. Overview. The building at 1010 Mainstreet was destroyed by fire in 2003. Ed Stiele has purchased the property and is proposing to construct a new building at this location. The building will be a 1 O,OOO-square- foot, two-story building. The proposed uses are retail and offices. The proposed building will abut Mainstreet with the required one-foot setback. The building has been designed to fit the historic downtown. The exterior will be a face brick with stone- faced concrete block for an accent color. The proposed exterior complies with downtown design guidelines. Primary Issues to Consider. . What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? The subject property is zoned B-2, Central Business. The Comprehensive Plan has designated the site as Commercial. The proposed building complies with both of these documents, . What are the specifics of the building? Exterior The exterior will be face brick with stone-faced concrete block for an accent color. The building is designed architecturally to fit the downtown. The building to the west of the new building is one-story; the exterior of the second level for the new building on the west side will be Dryvit. Landscaping Because the site is located in the B-2 zoning district, no landscaping is required. Parking The site is located in the B-2 zoning district, so no parking is required. There is parking along Mainstreet, and the parking ramp is to the south of this site. The building has been designed for a second level link to the parking ramp. At this time the applicant is not asking for this link. If the link is requested in the future, the applicant will need approval from the City. Engineering/Pnblic Works The Assistant City Engineer has reviewed the preliminary plans and found them acceptable. Trash The applicant does not know where the trash area will be located. If the trash container is outside, the container is required to be screened, Access Access to the building will be from Mainstreet or the alley in the rear. CR05-l2l Page 3 Sidewalk There is an existing sidewalk along Mainstreet. Setbacks The following are the proposed and required setbacks: Front yard Side yard Rear yard B-2 one foot zero ten feet proposed one foot zero ten feet Watershed District Any City approval is contingent on the Watershed District approving the proposed building. Surrounding uses The site is surrounded by commercial uses on the east, west and north sides and the City parking ramp to the south. . What was the discnssion at the Zoning and Planning meeting? Ms. Anderson reviewed the site plan for the proposed building. Ed Stiele and Dean Lunski appeared before the Commission, Mr. Lunski reviewed the proposed building with the Commission. Mr. Lunski stated that they are looking at a medical use on the second floor and a retail use on the first floor. The basement will be storage. It was also noted that in the future the applicant may ask for a skyway from the parking ramp to the proposed building. The building is being constructed to allow the skyway in the future. No one appeared at the public hearing regarding this item. Alternatives. 1. Approve the site plan to construct a building at 1010 Mainstreet. By approving the site plan, the applicant will be able to construct the building as proposed. 2. Deny the site plan. By denying the site plan, the applicant will not be able to construct the building as proposed. Ifthe City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information. Minutes submitted by: Dean Lunski Minutes approved by: Ed Steile CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 05-80 RESOLUTION MAKING FINDINGS OF FACT AND APPROVING A SITE PLAN TO CONSTRUCT A BUILDING WHEREAS, an application for Site Plan Review SPR05-5 has been made by Process Systems Integration; WHEREAS, the procedural history of the application is as follows: 1. That an application for a conditional use permit was made by Process Systems Integration on August 4, 2005; 2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published notice, held a public hearing on the application and reviewed such application on August 30, 2005: all persons present were given an opportunity to be heard; 3. That the written comments and analysis of City staffwere considered; and 4. A legal description of the subject property is as follows: Lot 4, Block 6, West Minneapolis NOW, THEREFORE, BE IT RESOLVED that the application for Site Plan Review SPR05-5 is hereby approved based on the following Findings of Fact: 1. That the proposed use meets the requirements for site plan review. BE IT FURTHER RESOLVED that application for Site Plan Review SPR05-5 is hereby approved subject to the following conditions: 1, That the watershed district approves the proposed development. 2, That the public works department approves the final drainage, utility and grading plans. 3. That if the trash container is located outside the building, the applicant will have to submit a plan acceptable to staff that indicates the how the container will be screened.
