SITE PLAN REVIEW - MEADOW CREEK GARAGES
Proposed Action,
Staff recommends the following motion: Move to adopt Resolution 05-81. approving the
construction of garages at Lot 4. Meadow Creek Condos,
At the Zoning and Planning meeting Mr. Aamess moved and Mr. Paul seconded a motion to
adopt Resolution RZ05-28, recommending approval for the construction of garages at Lot 4,
Meadow Creek Condos. The motion was approved unanimously.
Overview.
Last year Meadow Creek Condos was approved to construct new garages. It was proposed to
start in Lot 4. They are now proposing to amend the site plan.
Meadow Creek Condominium Community is proposing to construct new garages. There are
536 condos in Meadow Creek. Currently there are 28 garage buildings for a total of 182
spaces. There is a total of 1062 parking spaces for the entire complex and nine separate lots.
Meadow Creek is proposing to start with the addition of new garages in Lot 4. Lot 4 serves
88 units and has 24 garage and 183 surface spaces for a total of207. It is proposed to add 46
new garage spaces and reconfigure 113 surface spaces for a total after the construction of 187
spaces. The ordinance requires two parking spaces for each unit. Lot 4 is required to have
176 spaces. The reconfigured surface parking will be the required size of 9' x 20',
Lot 4 is proposed to be the first parking lot to offer the new garages. If there is a demand for
the garages, other lots will be considered for additional garages, and each lot will go through
the site plan review process,

Primarv Issues to Consider.
. What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site?
The subject property is zoned R-2, low density multiple family. The Comprehensive Plan
has designated the site as medium density residential. The proposed uses comply with both
documents.
. What are the specifics of the new garages?
Exterior
The exterior is proposed to be six-inch cement lap siding. The proposed colors will be
colors that will blend with brick. It is proposed they will use 4-6 colors,
The existing garages have vinyl siding.
Use
Owners are required to park in their garages. Garages are not allowed to be used for storage
or a workshop.
Parking
Lot 4 serves 88 units. The lot, when finished, will have 187 spaces. The lot is required to
have 176 spaces.
Type
The plan as presented will have seven four-unit garages, two six-unit garages and one three-
unit garage. The stall for a garage will be 12' x 22'.
Engineering/Public Works
The City Engineer is reviewing the plans; any approval is contingent on the approval of the
plans.
Fire Marshal
The fire marshal has reviewed the preliminary plans and fOlllld them acceptable.
Setbacks
The garages have a three-foot setback. The garages are not close to a property line.

Watershed District
The applicant will have to contact the Watershed District to see if approval is needed.
. What was the discussion at the Zoning and Planning meeting?
Ms. Anderson reviewed the reasons for an amendment to the site plan. Doug Strandness
appeared before the Commission. Mr. Strandness stated that the first plan was too expensive
because is involved re-grading the entire lot Mr. Strandness also stated that they have 18
residents interested in purchasing a garage. No one appeared before the Commission
regarding this issue.
Alternatives.
1. Approve the construction of the new garages building. By approving the new garages,
the applicant will be able to construct the garages as proposed.
2. Deny construction of the new garages. By denying the construction of the garages, the
applicant will not be able to construct the garages as proposed. If the City Council
considers this alternative, findings will have to be identified that support this alternative.
3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

RESOLUTION NO: 05-81
RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING THE CONSTRUCTION OF GARAGES AT MEADOW CREEK
WHEREAS, an application for a Site Plan Review SPR05-6 has been made by Meadow Creek
Condominiums;
WHEREAS, the procedural history of the application is as follows:
L That an application for a Site Plan Review was made by Meadow Creek
Condominiums on July 28, 2005;
2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and
published notice, held a public hearing on the application and reviewed such
application on August 30, 2005: all persons present were given an opportunity to
be heard;
3. That the written comments and analysis of City staff were considered; and
4. A legal description ofthe subject property is as follows:
Commencing on the east line of the northeast quarter of the southeast quarter at a
point 395.12 feet south from the northeast comer of the southeast quarter; thence
westerly at an angle of 87 degrees 29 minutes with said east line a distance of 400
feet to the point of beginning; thence continuing westerly on the extension of last
described line 179.8 feet; thence south parallel with the east line of said northeast
quarter ofthe southeast quarter a distance of767 feet; thence east to a point on the
east line of said northeast quarter of the southeast quarter distant 1132.1 feet south
from the northeast comer of said northeast quarter of the southeast quarter; thence
north along said east line 357 feet; thence westerly at an angle to the left of 92
degrees 31 minutes a distance of 400 feet; thence north to the point of beginning,
except roads, Section 25, Township 117, Range 22, Hennepin County, Minnesota,
NOW, THEREFORE, BE IT RESOLVED that the application for Site Plan Review SPROS-6
hereby approved based on the following Findings of Fact:
1. That the proposed development meets the requirements for a site plan review.
BE IT FURTHER RESOLVED that application for Site Plan Review SPR05-6 is hereby
approved based on the following conditions:
1, That the Watershed District approves the development.
2. That the final drainage, grading and utility plans are approved.
