November 30, 2010
A regular ineeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
November 30, 2010, at 6:30 p.m. in the Council Chainbers of Hopkins City Hall.
Present were Coinmission Members Molly Cummings, Doug Datta, Andrea Naef, Tom Jenny,
and Aaron Kuznia. Bob Hatlestad and Pat Beddor were absent
Also present was staff ineinber Nancy Anderson.
CALL TO ORDER
Mr. Jenny called the ineeting to order at 6:30 p.in. in the Council ChamUers.
- APPROVAL OF MINUTES
Mr. Datta moved and Ms. Cummings seconded the motion to approve the minutes of the
October 26, 2010, regular meeting. The inotion was approved unanimously.
CASE NO: ZN10-4 REZONE 8098 EXCELSIOR BOULEVARD TO BUSINESS PARK

Ms. Anderson asked that this item be removed froin the agenda.
Ms. Naef inoved and Mr. Datta seconded a inotion to remove this item from the agenda. The
inotion was approved unanimously.
CASE NO: ZN10-6 COMPREHENSIVE PLAN TEXT AMENDMENT REGARDING
8090-8098 EXCELSIOR BOULEVARD
Ms. Anderson discussed proposed language to rezone 8098 Excelsiar Boulevard at a future date.
The public hearing was opened at 6:35 p.in. Michael Mergans, representing the applicant,
appeared at the public hearing. Mr. Datta moved and Mr. Kuznia seconded a motion to close
the public hearing. The inotion was approved unanirnously. The public hearing was closed at
6:40 p.m.
Mr. Datta moved and Ms. Naef seconded a motion to adopt Resolution RZ10-13,
recommending approval of a comprehensive plan amendment for 8090-8098 Excelsior
Boulevard. The motion was approved unanimously.
ITEM: MIXED USE ZONING
Ms. Anderson reviewed the standards for the inixed use zoning. The Commission discussed the
� proposed mixed use ordinance and the Southwest LRT. Ms. Cummings reviewed the LRT
workshop she attended.

Prouosed Action
Staff recommends the following motion: Move to adopt Resolution RZ11-1, recommending
approval of a site plan to remodel and construct an addition to the buildin� at 530 Blake
Road.
Overview
Holiday Stationstores has purchased the former and vacant Oasis Market at 530 Blake. .
Holiday is proposing to redo the interior and exterior along with a sinall addition. The
existing building has of a footprint of 2359 square feet. Holiday is proposing to remove the
existing car wash and with a small addition, the new footprint of the building will be 3235
square feet.
The entire exterior will be redone. This includes new signage, landscaping, the expansion of
glassed areas and doors

Primary Issues to Consider
. What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site?
The subject property is zoned B-3, General Business. The Comprehensive Plan has
designated the site as Coimnercial. The proposed use coinplies with both documents.
• What will the improvements include?
Exterior
The following are the exterior iinprovements:
• The east side of the building will have new entrance doors and expanded glass
• The south elevation will have a new side door entryway and glass
• All elevations will be painted and EFIS will be added
• The canopy will be refaced
• New signage
Interior

The interior of the store will be completely remodeled; some of the iinprovements include:
• Two new restrooms
• New flooring
• New checkout area
• New ceiling and light fixtures
• New drink Uar and equipinent
Landscaping
There are some existing maple trees on the site along Blake Road and Cambridge Street, they
will remain. Additional landscaping will be added. The Blake Road landscaping will consist
of pink spire crabs, prairie gass, junipers, and rudbeckia. An additional maple tree will be
added along Carnbridge Street along with regent serviceberry shrubs. The landscaping will
be surrounded by shredded bark and edged. The landscaping will also be irrigated.
The new trash enclosure will also have landscaping on the east and south sides. This
landscaping will consist of prairie grass and junipers.

Parking
The curbs will be replaced as needed and will be made ADA compliant. The existing site has �'
four parking spaces; the new site plan indicates there will be 11 parking spaces.
Engineering/Public Works
The City Engineer has reviewed the proposed improveinents and has no comments at this
time.
Fire Marshal
The Fire Marshal has reviewed the proposed iinprovements and his only concern was that if
the tanks would be tested. Holiday has stated they will be tested.
Trash
A new trash enclosure will be constructed on the northwest corner of the building. There
will be landscaping on the east and south sides of the enclosure.
Bituminous Path/Sidewalk
There is an existing sidewalk along Blake Road. The sidewalk will remain.
Access/Parking

The access to the site will reinain the same. There is access to the site from Blake Road, and
two access points from Cambridge Street.
Setbacks
The building will remain the same on the east and south sides. Although the north side will
have a sinall addition added, the setback of approxiinately four feet will remain. The west
side will have a small addition, squaring off the building. The west setback will remain the
saine at approxiinately four feet.
Watershed District
The applicant will have to get approval fiom the Watershed District. Any approvals will be
contingent on approval froin the Watershed District.
Surrounding uses
The site is surrounded by a Walgreens to the north, a commercial area to the south, a parking
area to the west and the former BP gas station to the east.

Alternatives
1. Recoininend approval of the addition. By recoirunending approval of the addition, the
City Council will consider a recommendation of approval.
2. Recommend denial of the planned improvements at 530 Blake Road. By recommending
denial of the iinproveinents to 530 Blake Road, the City Council will consider a
recommendation of denial. If the Planning Commission considers this alternative,
findings will have to be identified that support this alteinative.
3. Continue for further information. If the Planning Commission indicates that further
infoi7nation is needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING
APPROVAL FOR A SITE PLAN TO REMODEL AND CONSTRUCT AN ADDITION TO 530
BLAKE ROAD
WHEREAS, an application for Site Plan Review SPR11-1 has been made by Holiday
Superstations;
WHEREAS, the procedural history of the application is as follows:
1. That an application for a site plan review was inade by Holiday Superstations;
2. That the Hopkins Zoning and Planning Commission, pursuant to inailed and
published notice, held a public hearing on the application and reviewed such
application on January 25, 2011: all persons present were given an opportunity to
be heard;
3. That the written comments and analysis of City staff were considered; and
4. A legal description of the subject property is as follows:
Tract D, Registered Land Survey No. 1241, County of Hennepin, except �
that part thereof which is designated and delineated as Parcel 3, Henne�in
County Right of Way Map No. 2; Together with a non-exclusive
easement for ingress and egress over the following described part of Tract
B, said Registered Land Survey: Commencing at the southeast corner of
said Tract B; thence Northwesterly along the Southerly line of said Tract
B, a distance of 50 feet; thence Northeasterly to a point on a line parallel
with the Southerly line of said Tract B and 35 feet Northerly therefrom,
which point is 25 feet Northwesterly of the point of intersection of said
parallel line with the East line of said Tract B as measured on said parallel
