January 25, 2011
A regular meeting of the Hopkins Zoning and Planning Coininission was held on Tuesday,
January 25, 2011, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Cominission Members Molly Cuminings, Doug Datta, Andrea Naef, Toin Jenny,
Pat Beddor and Aaron Kuznia. Bob Hatlestad was absent.
Also present were staff inember Tara Beard and Holiday Stationstores representative David
Edquist.
CALL TO ORDER
Mr. Beddor called the ineeting to order at 6:30 p.m. in the Council Chambers.
APPROVAL OF MINUTES
Mr. Kuznia moved and Mr. Jenny seconded the motion to approve the minutes of the
November 30, 2010, regular meeting. The inotion was approved unanimously.

Ms. Beard described a sinall expansion and reinodel of the vacant gas station at 530 Blake Road
North proposed by Holiday Stationstores.
Mr. Jenny asked about the sign requirements for the proposed electronic messaging system. Ms.
Beard confii-�ned that the sign can change no more than once every 24 hours. Mr. Edquist
indicated that at a later date Holiday Stationstores may re-approach the City with a request to
decrease the limit between sign changes.
Ms. Naef asked if any digging would occur on site and if there were any environmental concerns.
Mr. Edquist confii7ned that soine digging would be done to confirm the condition of the
underground tanks and if any problems are found upgrades would occur per the Minnesota
Pollution Control Agency's standards.
Mr. Beddor opened the public hearing at 6:45 p.m. There was no additional discussion, and he
closed the public hearing at 6:46 p.m.
Ms. Naef inoved and Mr. Jenny seconded a inotion to adopt Resolution RZ11-1, recoininending
approval of a site plan to reinodel and construct an addition at the building at 530 Blake Road
Noi-th. The inotion was approved unaniinously.

Proposed Action
Staff recoininends the following motion: Move to adopt Resolution RZ11-2, recoriunending
approval of a site�lan to construct a parking lot at 240 Blake Road.
Overview
Pizza Luce has purchased the fonner Oasis Market gas station at 240 Blake Road. Pizza
Luce is proposing to raze the fonner gas station and construct additional parking. The new
parking area will Ue reconfigured give a total of 109 parking stalls, 46 will be additional with
the new property. Additional landscaping will be added along Blake Road and Second Street
Northeast.

Primary Issues to Consider
• What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site?
The subject property is zoned B-3, General Business. The Comprehensive Plan has
designated the site as Coirunercial. The proposed use complies with both documents.
• What will the improvements include?
Landscaping
The applicant will be adding landscaping on Blake Road and Second Street NE. Staff is
concerned about the lack of landscaping on the interior of the parking area. Staff would
recoinmend that a landscape island running east/west be added in the interior of the parking
area. This can be done without losing parking by designating one row of parking for
coinpact cars. The requirements for a compact parking stall are 8' x 16'. This would give
four feet of space for an inland. The staff discussed this with the applicant and they do not
want to construct the landscape island.
Parking
� The new parking area will be reconfigured and net an additional 46 stall for a total of 109
parking spaces. The parking spaces are 9' x 20' as required by the ordinance.
Engineering/Public Works
The City Engineer has reviewed the proposed iinproveinents and is requiring a storm septer
and a stonn water inaintenance agreeinent. He also noted that the applicant will have to get a
parking lot, driveway, and right-of-way permit from the City. A right-of-way pennit will
also have to be obtained from Hennepin County.
Bituminous Path/Sidewalk
There is an existing sidewalk along Blake Road. The sidewalk will remain. The sidewalk
will Ue patched along Blake Road. The City Engineer is requiring that the new sidewalk
inatch the existing sidewalk pattern.
Access
The access to the site will remain the saine. There is access to the site froin Blake Road, and
fiom Second Street. An access point on Blake Road will be closed.

Watershed District
�
The applicant will have to get approval from the Watershed District. Any approvals will be
contingent on approval froin the Watershed District.
Alternatives
1. Recommend approval of the parking lot. By recommending approval of the addition, the
City Council will consider a recommendation of approval.
2. Recoinmend denial of the parking lot. By recoinmending denial of the parking lot, the
City Council will consider a recommendation of denial. If the Planning Commission
considers this alternative, findings will have to be identified that support this alternative.
3. Continue for further infonnation. If the Planning Commission indicates that further
information is needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING
APPROVAL FOR A SITE PLAN TO ADD ADDITIONAL PARKING AT 240 BLAKE ROAD
WHEREAS, an application for Site Plan Review SPR11-2 has been inade by Pizza Luce;
WHEREAS, the procedural history of the application is as follows:
1. That an application for a site plan review was made by Pizza Luce;
2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and
published notice, held a public hearing on the application and reviewed such
application on February 22, 2011: all persons present were given an opportunity
to be heard;
. 3. That the written comments and analysis of City staff were considered; and
4. A legal description of the subject property is as follows:

Minnesota described as follows: Commencing at the Northeast corner of said Lot
92, thence South along the east line of said Lot 178.4 feet to the actual point of

the East line of said Lot a distance of 75 feet; thence East 150 feet to the East line

4. That the new sidewalk along Blake Road match the pattern of the
existing sidewalk.
5. That the applicant signs a storm water maintenance agreement with the
City.
6. That the applicant secures all the necessary permits from the City and
Hennepin County.
