A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, April
26, 2011, at 6:30 p.in. in the Council Chambers of Hopkins City Hall.
Present were Commission Members Molly Cummings, Doug Datta, Pat Beddor, Aaron Kuznia,
and Tom Jenny. Andrea Naef and Bob Hatlestad were absent.
Also present was staff inember Nancy Anderson.
CALL TO ORDER
Mr. Beddor called the meeting to order at 6:30 p.m. in the Council Chambers.
APPROVAL OF MINUTES
Ms. Cummings moved and Mr. Datta seconded the motion to approve the minutes of the
March 29, 2011, regular meeting. The motion was approved unanimously.
ITEM: MIXED USE ZONING DISTRICT

Ms. Anderson reviewed the proposed mixed use zoning district. The Commission reviewed
various sections of the proposed mixed use zoning district.
ADJOURN
Mr. Kuznia moved and Mr. Jennings seconded a motion to adjourn the meeting. The motion
was approved unanimously. The meeting was adjourned at 7:05 p.m.

Proposed Action
Staff recorrunends the following motion: Move to adopt Resolution RZ11-5, recominendin�
approval of a site plan to reinodel the former Mavon Plastic building at 415-17th Avenue
North.
Overview
Stonehenge USA has a purchase agreement for the former Mayon Plastic building located at
415 - 17th Avenue North. It is proposed that the west side of the building will be removed
and the east side remodeled to pennit a retail area of approximately 10,938 square feet.
There could be up to six retailers in the remodeled building. At this time there are no
retailers that have been identified. The parking area will be located on the west and south
sides of the building.
� The applicant has also subinitted plans for a sinaller building foot print. In this option, the
building would have 9,733 square feet. The two options have been submitted for approval
because of the variables in signing tenants. Both site plans comply with the parking
requirements.

Primarv Issues to Consider
• What is the zoning of the propert,y, and how has the Comprehensive Plan
designated the subject site?
The subject property is zoned B-4, Neighborhood Business. The Comprehensive Plan has
designated the site as Coinmercial. Any proposed use will have to comply with the permitted
uses in the B-4 zoning district.
• What are the specifics of the new addition?
Exterior
The exterior on the west side of the building will be stone, brick and E.I.F.S. The east and
part of the south side of the building will be stucco.
Landscaping
The current site does not have landscaping. There will be considerable landscaping added on
the north and south sides of the site. A rain garden will be added on the north side of the site.
A six-foot fence will be constructed on the north and south sides of the building on the east.
� This fencing will block the parking area from the residential area to the east.
' Parking
A parking area will be added on the west side of the site. Based on a net square footage of
6,800 in retail and a restaurant of 57, seats the site is required to have 53 parking spaces; the
site plan indicates 53 parking spaces.
Engineering/Public Works
The following are the coininents from the City Engineer:
• The entrance can be a maximum of 36 feet wide. Recorrunend keeping the eastern
edge in the saine location and narrowing it from the west.
• Applicant will need a parking lot permit.
The City Engineer also coininented that the City uses a v plow in alleys. This will likely
push snow to the base of the rear emergency stairs. The snow will be required to be removed
and it will not be allowed to be placed in the alley right-of-way.
Fire Marshal

The Fire Marshal reviewed the plans and found thein acceptable.

Trash
�
The trash will be located on the south side of the building. The trash area will be enclosed as
required.
Sidewalk
There is an existing sidewalk on 17th Avenue. This sidewalk will reinain.
Access
The access from Fourth Avenue will reinain in approximately the saine location. There will
be no access froin the site to the alley to the east.
Setbacks
There are no building setback lines that are affected. The setbacks on the remaining building
are grandfathered.
Watershed District
This development will have to be approved by the Watershed District. Any City approvals
will be contingent on their approval.

Surrounding uses
The site is surrounded by Highway 7 to the north, LA Fitness to the west, residential to the
east and south.
Alternatives.
1. Recoirunend approval of the remodel. By recoiTunending approval of the remodeling, the
City Council will consider a recoimnendation of approval.
2. Recorrunend denial of the reinodel. By recoinmending denial of the remodeling, the City
Council will consider a recommendation of denial. If the Planning Commission
considers this alternative, findings will have to be identified that support this alternative.
3. Continue for further infonnation. If the Planning Commission indicates that further
infonnation is needed, the item should be continued.

WHEREAS, an application for Site Plan Review SPR11-4 has been made by Stonehenge
USA;
WHEREAS, the procedural history of the application is as follows:
1. That an application for a Site Plan was made by Stonehenge USA, on April
29, 2011;
2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and
published notice, held a public hearing on the application and reviewed such
application on May 31, 2011: all persons present were given an opportunity
to be heard;
3. That the written co�nments and analysis of City staff were considered; and,
� 4. A legal description of the subject property is as follows:

a��roval of Ordinance 11-1027 rezonin� 525 Blake Road from B-3 General Business to B-4
Neighborhood Business.
Overview
525 Blake Road is the site of the fonner BP gas station. This gas station has been closed for
several years. A few years ago, the City approved a B-4 zoning district. This zoning district
is a inore neighborhood type business district. Gas stations, fast food restaurants, and auto
sales lots are not allowed in the B-4 district. 525 Blake Road has residential zoning on the
east and south sides. The B-4 district also liinits the size of the business so that a big-box
type retailer will not be allowed.

Primarv Issues to Consider.
• What is the Comprehensive Plan designation, and what is the zoning of the
subject site?
The Comprehensive Plan has designated the site as Coinmercial. The site is zoned B-3,
General Business. The Coinprehensive Plan designation will not have to be ainended for the
new zoning of B-4.
• VVhat does the B-4 zoning allow?
The B-4 zoning allows less uses than the B-3 zoning. Uses such as fast food, gas stations,
and auto sales lots are not allowed. Retail is allowed but the size of the retail is limited.
• Should the site be rezoned from B-3 to B-4?
The site abuts residential uses to the east and south, vacant parcel to the north and
commercial to the west. It is a coirunercial site, but the intensity of the coininercial can be
regulated by changing the zoning froin B-3 to B-4.
� Alternatives.
l. Recominend approval of the rezoning. By recoinmending approval of the rezoning, the
City Council will consider a recommendation of approval.
2. Recominend denial of the rezoning. By recommending denial of the rezoning, the City
Council will consider a recommendation of denial. If the Planning Coimnission

Re: Trail and Sidewalk Master Plan and Complete Streets
One of the City goals this year is the development and adoption of a trail and
sidewalk inaster plan. The purpose of the plan is guide the installation and
� improvement of pedestrian and bicycle pathways in an organized and planned
inanner. The work plan for this effort includes participation by the Z &P
Coimnission, Park Board, and three open houses for residents, prior to Council
review and action.
In conjunction with the plan development, staff is requesting input for a Complete
Streets plan, which would identify which streets should be considered inulti-modal
corridors for future planning.
This memo will offer some background infoimation and provide a generalized scope
to guide our discussion on Tuesday.
Sidewalks and Trails
Sidewalks and trails typically serve three purposes. Provide a safe haven for non-
motorized traffic on busy streets, provide ease of movement along popular routes to
destinations, and provide a public space where neighbors walk and ineet with each
other.
In general, the Council has indicated a preference for safety and route purposes as
the highest priority for sidewalk and trail iinproveinents. The attached map shows
every sidewalk and trail in Hopkins as well as schools, coininercial areas, LRT

Stations, and other destinations in town. We ask that you consider sidewalk and trail
routes to these areas prior to next Tuesday's ineeting.

Complete Streets
Complete Streets are streets where pedestrian and bicycle movements are considered
as iinportant as vehicular moveinents. These can include places where a welcoming,
pedestrian atinosphere is desired, or where an on-street bike path is constructed.
They typically include slower speeds, narrower lanes and safe havens.
At Tuesday's meeting, we would like to identify corridors where these are desired.
Discussion
For our discussion, we intend to talk in general about pedestrian and bicycle access
in town and draw possible routes on a large map. This infonnation may aid in the
discussion of complete street corridors. We will also draw these corridors on the
map.
After the meeting, staff will do this same presentation with the Park Board and then
analyze the data and create a draft map of sidewalks, trails, and coinplete street
corridors for your infonnation and input.
We look forward to our discussion on Tuesday.
