Present were Conunission Meinbers Molly Cuminings, Doug Datta, Andrew Fisher, Andrea Naef, Aaron Kuznia, Jennifer Allard and Charles Firth. Also present was staff inember Nancy Anderson. CALL TO ORDER Mr. Kuznia called the meeting to order at 6:30 p.m. in the Council Chambers. APPROVAL OF MINUTES Ms. Cuinmings inoved and Mr. Datta seconded the motion to approve the minutes of the October 25, 2011, regular meeting. The motion was approved unanimously. ITEM: PRELIMINARY/FINAL PLAT— ll5 COTTAGE DOWNS Ms. Anderson reviewed the proposed plat. ---� The public hearing was opened at 6:35 p.in. Steven Streeter, the applicant, appeared at the public hearing. Ms. Naef moved and Mr. Fisher seconded a inotion to close the public hearing. The inotion was approved unanimously. The hearing was closed at 6:37 p.m. Mr. Fisher moved and Mr. Datta seconded a motion to adopt Resolution RZ11-17, recommending approval of a preliminary/final plat at 115 Cottage Downs. The motion was approved unanimously. ITEM: AREA VARIANCE— 115 COTTAGE DOWNS Ms. Anderson reviewed the proposed variance. No one appeared at the ineeting regarding this item. Ms. Naef inoved and Mr. Fisher seconded a motion to adopt Resolution RZ11-18, recominending approval of an area variance at 115 Cottage Downs. The motion was approved unaniinously. ITEM: CONDITIONAL USE PERMIT— 1120 11TH AVENUE SOUTH GAS STATION Ms. Anderson reviewed the proposed conditional use peimit for the gas station. Mourad Zahi, the applicant, and Rabie Yousfi, the owner of the property, appeared before the Coininission. � The public hearing was opened at 6:45 p.m. No one appeared at the public hearing. Ms. Allard moved and Ms. Naef seconded a motion to close the public hearing. The motion was approved unanimously. Any comments regarding the development would be helpful to the applicant for further applications. Overview In 2010 the City had a purchase agreeinent for the fonner Park Nicollet site at 815 First Street South. The City closed on the property in 201 l. Also in 2010 the City put out a request for proposals (RNP) to redevelop the site, and three coinpanies responded. Klodt Incorporated was the City Council's choice to redevelop the site. Klodt Incorporated is proposing to construct two apartment buildings. The first building will be constructed along Eighth Avenue and have approxiinately 73 units. The second building will be constructed along First Street and Ninth Avenue and have approxiinately 39 units. The development will have underground parking with access to the underground parking from � First Street. The underground parking will be one large parking area spanning both of the buildings. Architectural style and exterior materials have not been detennined. The zoning of the property is B-2, Central Business. The Coinprehensive Plan has designated this site as Mixed Use. The site will be rezoned to Mixed Use with a PUD overlay district. • What are the preliminary specifics of the redevelopment? Building The development will consist of two phases. The building along Eighth Avenue will be constructed in the first phase and the building along ls` Street and Ninth Avenue will be the second phase. The buildings will be five stories. Parking The site will have underground parking spaces. Access to the underground parking will be from First Street. There will be surface parking along Ninth Avenue for visitor parking. There is proposed to be approxiinately 112 underground and 24 surface parking spaces. The surface parking will be used for both buildings. � Surrounding Uses The site is surrounded by multi-family housing to the east, Elks Club to the north, industrial building to the south and offices to the west. • What is the applicant's time line? The applicant would like obtain all City approvals at the April 2nd, City Council ineeting. Construction would start in July or August. • What are the items that will have to occur for this development to proceed?
