Overview Family Resources & Child Care Center has applied for a conditional use pennit to operate a day care at 8383 Excelsior Boulevard. This is the southeast corner of Excelsior Boulevard and Blake Road. The property is zoned B-1, Liinited Business. The Zoning Ordinance requires a conditional use pennit for the operation of a day care. Previously the site was used for interior design studio. The playground will be to the south of the building. ^ The site plan indicates five classrooms for a total of 46 children. The proposed hours of operation are 6 a.m. to midnight, seven days a week. CALL TO ORDER Mr. Kuznia called the ineeting to order at 6:30 p.m. in the Council Chambers. APPROVAL OF MINUTES Ms. Naef moved and Mr. Kerssen seconded the motion to approve the nunutes of the April 24, 2012, regular meeting. The motion was approved unaniinously. CASE NO. SUBD12-1 PRELIMINARY/FINAL PLAT FOR 249 INTERLACHEN ROAD � • Ms. Anderson reviewed the proposed plat. David Peinberton, representing the applicant, appeared before the Commission. The public hearing was opened at 6:37 p.m. Bill Dean of Maple Hill Road appeared before the Cominission. Mr. Dean asked about a hoine that could be constructed on the new lot. Mr. Pemberton stated that at this time a hoine has not been designed for the site, and the outline on the plat is where a hoine could be built. Mr. Datta moved and Ms. Allard seconded a motion to close the public hearing. The inotion was approved unanimously. The public hearing was closed at 6:40 p.in. Ms. Naef inoved and Mr. Fisher seconded a motion to adopt Resolution RZ12-1, recommending approval of a preliminary/final plat at 249 Interlachen Road. The inotion was approved unaniinously. CASE NO. Ms. Anderson stated that staff was recoininending that the PUD agreeinent prohibit backlit signs and require bike racks and an art dedication fee. Ms. Anderson stated that this is a concept and there would be no action taken tonight. Ken Nivala, the Director of Building and Grounds, representing Blake School, appeared before the Cominission. Mr. Nivala stated that the reason for the holding pond is water retention for future improvements. There was discussion on the drainage, the existing homes, drainage of the entire site. Dan Kistner of 46 Harrison Ave appeared before the Coininission. Mr. Kistner s�oke on a variety of issues. Marc Bogursky of Blake School gave an overview of the inaster plan for the entire site.
