Present were Commission members Doug Datta, Scott Kerssen, Aaron Kuznia, Charles Firth and Andrew Fisher. Andrea Naef and Jennifer Allard were absent. Also present was staff inember Nancy Anderson. CALL TO ORDER Mr. Kuznia called the meeting to order at 6:30 p.m. in the Council Chambers. APPROVAL OF MINUTES Mr. Kuznia moved and Mr. Firth seconded the motion to approve the minutes of the November 27, 2012, regular meeting. The motion was approved unanimously. ^ ITEM: REVIEW PROPOSED ORDINANCE AMENDMENTS Ms. Anderson reviewed the proposed ordinance amendments with the Commission. The Commission discussed the various amendments. It was determined not to hold a public hearing at the March meeting until Ms. Allard and Ms. Naef can comment on the proposed amendments. ADJOURN Mr. Kuznia moved and Mr. Firth seconded a motion to adjourn the meeting. The motion was approved unanimously. Overview The site plan review ordinance requires site plan approval for the remodeling of a facade of 50 percent or more if the facade abuts a public right-of-��ay. The applicant, Bob Herzman, is proposing to remodel the facade of the building at 29 - 9�' Avenue North. The existing facade is brick ��vith cedar shakes. The ne�� facade will be composed of stone, hardi-board siding and EIFS (a stucco-like material). In addition to the facade being remodeled, the access to the building will be changed to comply «�ith ADA requirements. Hopkins Professional Clinic at 29 - 9`�' Avenue North is occupied ��ith a dental, eye and foot � cliiuc. The ne��v facade meets the requirements and guidelines in the downtown design overlay district. Primarv Issues to Consider • What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? The zoning of the property is B-2, Central Business. The Comprehensive Plan has designated this site as Commercial. The existing uses comply with the zoning and Comprehensive Plan. • What are the specifics of the redevelopment? Exterior The existing facade is brick with a mansard roof. The brick will be removed along with the mansard roof. The new facade will be stone on the bottom, hardi-board siding and EIFS (a stucco-type look). Parking/Access The parking area will not be changed. � Landscapuig In addition to the facade, landscaping will be removed and a new landscape area on the front of the building will be added. No landscaping is required. Lighting The lighting plan indicates recessed lights for the new areas of the entrance. Engineering/Public Works The City Engineer has reviewed the preliminary plans and found them acceptable. Sidewalk The sidewalk will not be altered and will remain. Signage The site plan shows a sign on the front of the building. Any signage will have to obtain a sign permit and meet the requirements of the sign ordinance. Setbacks � The setback of the building will not be changed. The site plans show a new awning on the building. The awning on the north side goes over the lot line on the north side; this awning will SPR13-1 Page 3 have to be scaled back. The applicant is aware of this item. Surrounding Uses The site is surrounded by a City parking lot to the north and commercial uses on the south, east and west. • What is the applicant's time line? The applicant is planning to start construction as soon as possible. Alternatives 1. Recommend approval of the site plan to remodel the facade at 29 - 9th Avenue North. By recoinmending approval of the site plan, the City Council will consider a recommendation of approval. 2. Recommend denial of the site plan to reinodel the facade at 29 - 9th Avenue North. By recoinmending denial of the site plan, the City Council will consider a recommendation of denial. If the Planning Commission considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information.
