ZONING AND PLANNING COMMISSION MINUTES
October 29, 2013
A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, October 29,
2013, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Coinmission Members Charles Firth, Andrea Naef, Scott Kerssen, Aaron Kuznia, Jennifer
Allard and Doug Datta. Andrew Fisher was absent.
Also present was staff inember Nancy Anderson.
CALL TO ORDER
Mr. Kuznia called the meeting to order at 6:30 p.m. in the Council Chambers.
APPROVAL OF MINUTES
Mr. Kerssen moved and Mr. Kuznia seconded the motion to approve the minutes of the September 24,
2013, regular meeting. The motion was approved unanimously.
ITEM: CUP13-2 CONDITIONAL USE PERMIT—DAYCARE 715 MAINSTREET

Ms. Anderson reviewed the proposed daycare. Fortun, Hussan, and Hassan, the applicants, appeared
before the Commission. The Commission and the applicants discussed the playground, hours, number of
children,parking, and clients.
The public hearing was opened at 6:50 p.m. Monica Rommel, the owner of the building, appeared before
the Commission. Ms. Rommel stated that they had reviewed their business plan and found it acceptable.
Tom Baker, the leasing agent, appeared before the Commission. Mr. Baker stated that they would also
mark a lane in the back for drop-off.
Mr. Kuznia moved and Mr. Kerssen seconded a motion to close the public hearing at 6:52 p.m. The
motion was approved unanimously.
Mr. Kerssen moved and Mr. Firth seconded a motion to adopt Resolution RZ13-14, recommending
approval of the site plan. The motion was approved unanimously.
ITEM: DISCUSSION—DESIGN STANDARDS
The Planning Commission discussed the memo regarding design standards. The consensus of the
Commission was not to adopt any design standards.

Mr. Kuznia moved and Ms. Naef seconded a motion to adjourn the meeting. The motion was approved
unanimously. The meeting was adjourned at 7:10 p.m.

Proposed Action
Staff recommends the following motion: Move to adopt Resolution RZ13-15, recommendin�
approval of a conditional use perniit to operate a brewpub at 715 Mainstreet, Suite Five.
Overview
Live the Dream Brewing (LTD) has applied for a conditional use pennit to operate a brew-
pub at 715 Mainstreet, Suite Five. LTD is proposing to open the business in the spring of
2014. The property is zoned B-3, General Business. The Zoning Ordinance requires a
conditional use permit for the operation of a brewpub. Previously the site was used for a
retail space.
The site plan indicates approximately 2938 square feet total for the brewpub. 1200 square
feet will be used for production and brewery and 1700 square feet for the taproom and lounge
area. There is a plaruled patio area of approximately 1500 square feet. The proposed hours
-� of operation are 4 p.m.-10 p.m. Tuesday through Thursday, 4 p.m.to midnight Friday and
noon to midnight Saturday.

Primarv Issues to Consider
• What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site?
The subject property is zoned B-3, General Business. The Comprehensive Plan has
designated the site as Coinmercial. The proposed use complies with both documents.
• What are the conditions for a brewpub?
535.03. Subd. 2. Conditional uses with B districts:
JJ) Brewpub:
1. That the property and building abuts Mainstreet.
The location meets this requirement.
• What are the specifics of the operation?
The site plan indicates 49 seats in the interior and additional seating for 35-40 on a patio on
� the north side of the building. The entrance to the business will be from Eighth Avenue. The
brewery and production area will be located on the east side of the space. I�i addition to the
on-sale business, they will also have off-sale growlers and sell to local liquor establishments.
The zoning ordinance does not require parking for properties abutting a B-2 district.
Alternatives
l. Recommend approval of the conditional use permit to operate a brewpub. By
recommending approval of the conditional use permit, the City Council will consider a
recommendation of approval.
2. Recommend denial of the conditional use permit. By recommending denial of the
conditional use permit, the City Council will consider a recoinmendation of denial. If the
Planning Commission considers this alternative, findings will have to be identified that
support this alternative. .
3. Continue for further information. If the Planning Commission indicates that further
information is needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING APPROVAL OF
A CONDITIONAL USE PERMIT FOR A BREWPUB AT 715 MAINSTREET SUITE FIVE
WHEREAS, an application for a Conditional Use Pernlit CUP13-3 has been made by Blake
Verdon, Live the Dream Brewing (LTD Brewing);
WHEREAS, the procedural history of the application is as follows:
1. That an application for zoning amendment was inade by Blake Verdon, LTD
Brewing, on November 1, 2013.
2. That the Hopkins Zoning and Planning Commission published notice, held a
public hearing on the application and reviewed such application on November 26,
2013: all persons present were given an opportunity to be heard.
3. That the written comments and analysis of City staff were considered.
4. Legal description of the parcel is as follows:
Lot 2, Block 1, Kakach 2°d Addition �
NOW, THEREFORE, BE IT RESOLVED that the application for Conditional Use Pennit
CUP13-3 is hereby recoinmended for approval based on the following Findings of Fact:
1. That the proposed brewpub meets the requirements for a conditional use permit.
