MAINSTREET TO FIRST STREET NORTH
Proposed Action
Staff recommends the following motion: "Move that Council adopt Resolution 2003-031. Resolution
Related to Parkino Restrictions, Fifth Avenue North From Mainstreet to First Street North
Overview
.
Currently 5th Avenue North from Mainstreet to First Street North has limited parking on both the
east and west side. The east side has approximately 4 spaces that allow unrestricted parking,
see the attached exhibit. The balance of this side of the block prohibits parking at all times.
Employees of Rudy Luther's Hopkins Honda predominantly use these 4 spaces. Hopkins Honda
has limited onsite parking and a large share of their employees park off site and are transported
to the building. The west side of this block has room for approximately 9 spaces. The current
restrictions on those spaces are; No Parking 2:00 AM to 5:00 PM and 30 Minute Parking 8:00 AM
to 6:00 PM Except Sundays. The spaces are located in front of the Park Plaza Apartments. The
two other properties on the west side near the north and south end of the block have parking
prohibited along their frontage on 5th Avenue.

MnDot State Aid Design Standards
For sections of roadways that are State Aid Routes and are being reconstructed the Minnesota
Department of Transportation has the following minimum dimensional standard:
Traffic Volume
Design Speed
Lane Width
Curb Reaction Distance
Parking Lane Width

30 - 40 mph
11 feet
2 feet
8 feet
For a two lane road the minimum width with parking on both sides is 2 *(11 +8) = 38 feet
For a two lane road with parking on one side, the minimum width is 2*(11 )+8+2 = 32 feet
The existing street width face of curb to face of curb is 36 feet. Therefore the street is too narrow
by MnDot State Aid standards for parking on both sides. This was anticipated during the design
phase and the expectation has been that parking on the west side of this block would be
prohibited at all time.
· Existing Parking and Usage
Staff has observed the parking in this area during the day and found very little use. The spaces
near the two canopy entries get used mostly for people dropping off or picking up people from the
apartments. If the signage does not allow parking in the future, Vehicles may tend to stop in
these spaces rather than park to pick up or drop off people.
. Recommendation
Staff recommends approval of the attached resolution restricting parking on the west side of Fifth
. Avenue North from Mainstreet to first Street North.

RESOLUTION 2003-031
RESOLUTION RELATING TO PARKING RESTRICTIONS
WHEREAS, THIS RESOLUTION was passed this 1 st day of April, 2003, by the City of Hop-
kinsin Hennepin County, Minnesota. The Municipal corporation shall hereinafter be called the
"City" ,
WITNESSETH:
WHEREAS, the "City", has planned the improvement of Fifth Avenue North, State Aid
Route No.132-345 from Mainstreet to First Street North in the City of Hopkins, Minnesota; and
WHEREAS, the "City" will be expending Municipal Street Aid Funds on the improve-
ments of this Street; and
WHEREAS, this improvement does not provide adequate width for parking on both sides
of the street; and approval of the proposed construction as a Municipal State Aid Street project
must therefore be conditioned upon certain parking restrictions.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hopkins, Minne-
sota, that:
the "City" shall ban the parking of motor vehicles on Fifth Avenue North, State Aid Route
No.132-345 from Mainstreet to First Street North at all times.
Adopted by the City Council of Hopkins, Minnesota, this 1 st day of April 2003.
