Approve Funding for Shady Oak Beach Diving Platform Repair
Proposed Action.
Staff recommends adoption of the following motion: Move that Council approve fundinq
in an amount not to exceed $17,000 for repairs to the Shady Oak Beach divinq platform.
Overview.
.
Collins Engineering Inc. inspected the 40-year-old diving platform last November.
Collins subsequently reported that while the 14 timber piles were in satisfactory
condition below the water surface, the upper portion of the piles and the deck required
significant repair. The engineer's estimate to complete the work was $37,000. The
estimated cost to replace the diving platform is more than $200,000 and the Minnesota
DNR may not even allow replacement. Construction plans were prepared and on
March 11, 2003, two bids were received for the project. Hunerberg Construction
submitted the low bid of $42,280. The total estimated project cost, including the Collins
inspection, design plans and construction final inspection, is $51,000. The City of
Minnetonka is the lead city on this project. Under the Joint Recreation agreement with
the City of Minnetonka, Hopkins would pay 33%, or $17,000. Staff recommends
Council approve Hopkins cost participation of $17,000.
Primary Issues to Consider.
. Funding
The City of Minnetonka will allow Hopkins to fund its share over a three year time
period. Staff proposes to fund our share of the repair cost from the Park Dedication
Fund. The Finance Director concurs with this funding source.

.SCOPE OF WORK
~
The work of this project consists of furnishing all material, labor, services, equipment,
supplies and incidentals of every kind necessary to complete the project. The work shall
consist of constructing a new deck and framing system on the existing Timber Pier
Structure on Shady Oak. Lake in Minnetonka, Minnesota. The deck surface shall be '
constructed of treated timber and the framing system and bracing shall be constructed of
plastic wood (recycled wood). The top of deck elevation shall remain at the same
elevation as before the'start of construction. The work required for the construction of
the Timber Pier Structure shall include the removal of the existing timber decking, timber
framing, and top decayed portions of the timber piles, which consists of removing
approximately 1 '-10" of the upper existing construction. Concrete-filled steel pipe
sleeves shall be used to extend the timber pile supports to the proper elevation. A new
plastic lumber under-deck framing system is to be constructed utilizing the extended piles
as support. Plastic lumber shall aJ,so be utilized in the placement of lateral and
longitudinal cross bracing to stabilize the structure. On top of the reconstructed upper
portion ofthe pier shall be installed natural wood decking with a non-skid top surface.
All work required to complete the project shall be in accordance with the plans, .
specifications and as directed by the Engineer.
