V.1. Minutes of the November 6, 2018 City Council Regular Meeting Proceedings HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 5, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Monday, November 5, 2018 at 7:02 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson and Gadd attending. Staff present included City Manager Mornson, Finance Director Bishop, Director of Planning and Development Elverum and Assistant City Manager Lenz. ADOPT AGENDA Motion by Gadd. Second by Kuznia. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd. Nays: None. Motion carried. PRESENTATIONS III.1. Proclamation Honoring Kadie Worrell Council Member Kuznia introduced Ms. Kadie Worrell and her Special Olympic achievements. Ms. Worrell discussed her preparation for the Special Olympics. Mayor Cummings thanked Ms. Worrell for representing Hopkins and read the proclamation honoring Ms. Worrell for her accomplishments. CONSENT AGENDA Motion by Kuznia. Second by Halverson. Minutes of the October 16, 2018 City Council Work Session following Regular Meeting Proceedings 4. Ratify Checks Issued in October 2018 5. Approval of Tobacco License for SPMG Holding Inc. DBA Jim’s Liquor Ayes: Kuznia, Halverson, Cummings, Gadd. Nays: None. Motion carried. NEW BUSINESS VII.1. Third Quarter Financial Report; rd Finance Director Bishop gave an overview of the 2018 3 Quarter Financial report. Mr. Bishop gave an overview of the General Fund revenues and expenditures, Special Revenue Fund revenues and expenditures, Enterprise Fund revenues and expenditures HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 5, 2018 and financial position. Mr. Bishop discussed the timing of spending and revenues, yearly comparisons and planned uses of fund balances. ANNOUNCEMENTS  General Election Day is Tuesday, November 6 at Hopkins six precincts: 7 a.m.to 8 p.m.  Hopkins Farmers Market Winter Market at Hopkins Activity Center, 33-14th Ave. N.: Saturdays through December, 9 a.m. to Noon.  Old Fashioned Holiday in Downtown Hopkins: Saturday, November 24, 1 p.m. to 5:45 p.m. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Gadd, second by Kuznia, the meeting was unanimously adjourned at 7:20 p.m. OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
